A vehicle passport (PTS) is not just a piece of paper in the glove compartment, but one of the most important documents for a car. Without it, it is impossible to register a car, sell it, donate it, or even go abroad. At the same time, many drivers still confuse PTS with STS (registration certificate) or do not know what data should be indicated in it.

In this article, we will look at what a PTS is, what it looks like, what information it contains, why it is needed when buying and selling a car, how to check its authenticity and what to do if the document is lost or damaged. We will also answer frequently asked questions: is it possible to drive without a title, how much does it cost to restore it, and how to avoid fraud in transactions.

What is PTS and why is it needed?

PTS (vehicle passport) is the main document confirming the legality of the car. It is issued during the production of a car at a factory or when imported from abroad and accompanies it throughout its entire life cycle. Unlike STS (which confirms registration with the traffic police), the PTS contains the complete history of the car: from the date of release to the change of owners.

Without PTS it is impossible:

  • πŸ“ Register the car with the traffic police (initial registration or re-registration).
  • πŸ’° Sell, donate or bequeath a car - the document confirms ownership.
  • 🌍 Take the car abroad (even temporarily).
  • πŸ”§ Pass a technical inspection or issue an MTPL (insurance companies require data from the PTS).
  • πŸ”„ Make changes to the design (for example, install HBO or change the body color).

From 2020, PTS can be not only paper, but also electronic (in XML file format with electronic signature). However, the paper version is still the most common. Important: if you have electronic PTS, it must be printed before visiting the traffic police - inspectors have the right to demand a paper copy.

What PTS looks like: structure and basic data

A paper PTS is a pink A4 form with watermarks, a protective grid and a series XX XX XXXXXXX (where the first two letters indicate the issuing region). The document is filled out in Russian and contains 24 fields, some of which are filled in when the car is released, and some when changing owners or making changes.

Main sections of the PTS:

Section What is indicated Example data
1. Brand, model Full vehicle name (including modification) Toyota Camry, V55.1.40
2. Vehicle type Category (car, truck, motorcycle, etc.) B (passenger)
3. Year of manufacture Year of manufacture (not to be confused with the year of registration!) 2021
4. VIN code Unique 17-digit vehicle identifier JTMBH31JXM4012345
22. Special marks Information about collateral, restrictions, duplicates Duplicate. Original lost 05/15/2023

Particular attention should be paid to the fields 22 (β€œSpecial Notes”) and 24 (β€œOwner Information”). The first may specify restrictions (for example, car is pledged to the bank), and in the second - the data of the current owner. If field 24 is empty, this may mean that the car is registered with a dealer or legal entity.

πŸ’‘

Before buying a car, be sure to check the VIN code in the title with the number on the body (under the windshield or on the driver's door pillar). Discrepancies are a sign of broken numbers or forgery of a document.

PTS and STS: what is the difference

Many people confuse PTS with STS (vehicle registration certificate), but these are fundamentally different documents:

  • πŸ“„ PTS β€” a vehicle passport confirming its legality and history. Issued once (during production or import) and is valid for the entire β€œlife” of the car.
  • πŸš— STS β€” registration certificate confirming that the car is registered with the traffic police. Issued upon registration and is valid for 10 years (or until the owner changes).

Simply put: PTS is like a person’s passport, and STS is like registration. Without a passport you will not be registered, and without registration you will not be allowed to go abroad. Same with a car:

  • πŸ”„ To sell the car, you need a title (it is transferred to the new owner).
  • πŸš“ To drive on the roads, you need STS (it is checked by traffic police inspectors).
  • πŸ”§ To make changes to the design, both documents are required.
πŸ’‘

If you don't have a title, you won't be able to sell your car legally. If you don’t have STS, you won’t be able to drive without a fine (500–800 rubles under Article 12.3 of the Administrative Code).

How to check PTS for authenticity: 5 ways

Fake PTS is one of the most common fraud schemes when selling cars. According to the traffic police, about 15–20 thousand false documents are detected annually. To avoid becoming a victim of a scam, check your PTS in the following ways:

  1. External signs of authenticity:
    • πŸ” The form must be pink with watermarks (the traffic police logo is visible when cleared).
    • πŸ–‹οΈ The series and number are printed in a typographical way (not printed on a printer).
    • πŸ“ Document size is exactly 210Γ—148 mm (A5 format).
  • Check through the traffic police:

Order an extract from the register on the website traffic police.rf (section "Checking the vehicle"). Enter the VIN or PTS number - the system will show the registration history. If there is no data, the document is fake.

  • Reconciliation with the Federal Tax Service database:

On the website nalog.ru check whether the car is listed as collateral or under arrest (section β€œRisks of buying a car”).

  • Pay attention to the field 22 (β€œSpecial notes”). If there is a recording "Duplicate", ask the seller to show the original PTS or explain why a duplicate was made. Fraudsters often counterfeit duplicates, since the originals are more difficult to falsify.

What to do if the seller refuses to show the title?

This is a wake-up call! Possible reasons:

    - The car is pledged to the bank (field 22 contains a record of the pledge).

    - The title is lost, and the seller is trying to sell the car under a general power of attorney (which has been illegal since 2013).

    - The document is fake, and the seller is afraid of verification.

In any case, it is better to refuse such a deal.

What to do if the PTS is lost or damaged

If you have lost your PTS or it has become unusable (torn, covered in coffee, burnt out), it can be restored. To do this you need to contact:

    • πŸ›οΈ traffic police - if you are a car owner.
    • πŸ“„ MFC β€” if you don’t have time to stand in line.
    • 🌐 Public services β€” to submit an electronic application (a verified account is required).

    To restore you will need:

Passport of a citizen of the Russian Federation|STS (certificate of registration)|Power of attorney (if you are acting through a representative)|Receipt for payment of state duty (1,300 rubles per duplicate)-->

The production time for a duplicate is from 1 to 30 days (depending on the workload of the traffic police department). The temporary absence of a title does not prohibit you from driving a car, but you will not be able to sell or re-register it.

⚠️ Attention: If the title is lost when the car is sold, the new owner will not be able to register the car. In this case, the seller is obliged to restore the document at your own expense (even if the transaction has already been completed).

Is it possible to drive without a vehicle license and what fines will be imposed?

The legislation does not oblige the driver to carry the vehicle with him - unlike STS, driver's license and OSAGO policy. However, there are nuances:

    • βœ… You can ride, if the PTS is at home or in another safe place. The traffic police inspector has no right to fine him for not being with him.
    • ❌ Can't ride, if PTS lost, damaged or never issued (for example, when buying a car by proxy). In this case, the car is considered unregistered, and you may be fined 500–800 rubles (Part 1 of Article 12.3 of the Administrative Code).

Situations when a PTS may be needed on the road:

    • 🚨 When Road accident β€” the insurance company may request data from the PTS to process compensation.
    • πŸ›‚ On customs posts - if you are traveling abroad.
    • πŸ”§ When inspection at a stationary traffic police post β€” the inspector has the right to request a document for data verification.
⚠️ Attention: If you bought a car, and the seller did not hand over the title (for example, he said β€œI’ll give it back later”), urgently demand the document or terminate the deal. Without a title, you will not be able to register your car, which means you will not be able to drive legally.

    Frequently asked questions about PTS

Is it possible to sell a car without a title?

No. PTS is a mandatory document for a transaction. Without it, the new owner will not be able to re-register the car with the traffic police. An exception is if the PTS is lost and the seller restores it up to transfer of the car to the buyer.

How much does it cost to restore a vehicle title in 2026?

The state duty for issuing a duplicate PTS is 1,300 rubles (as of 2026). If you restore through Public services with a 30% discount - 910 rubles. Additionally, a bank commission for payment may be charged (50–200 rubles).

What to do if the vehicle title runs out of space for owner records?

If in the field 24 ("Information about the owner") there are no free lines left, you need to get new PTS form. To do this, contact the traffic police with your passport, STS and old PTS. The cost is the same 1,300 rubles (or 910 through State Services).

Can the PTS be in English?

No, the PTS for cars registered in Russia must be filled out only in Russian. An exception is cars imported for temporary import (for example, for tourists), but they cannot be permanently registered with the traffic police.

What is an electronic PTS and how to get it?

An electronic PTS is a digital analogue of a paper document, signed with the electronic signature of the traffic police. You can get it:

    • Upon purchase new car from an authorized dealer (many brands, for example Kia or Hyundai, have already switched to electronic PTS).
    • When re-registration through State Services (if your region supports this option).

To use an electronic PTS, you need to print it out before visiting the traffic police or show it to the inspector on your phone screen (but not all departments accept this format).
