In 2026, the rules for obtaining such data have become stricter, but legal methods still exist.

It is important to understand: any attempt to obtain the owner’s personal data without his consent or good reason may result in administrative or criminal liability. In this article we will analyze only legal methods - from official requests to the traffic police to specialized services that work within the law. Why can't you just find the owner by number on the Internet?

Many still believe that it is enough to enter the license plate number into the search bar and the system will return the owner’s full name, address and even the history of fines. In practice this myth, which is exploited by fraudulent sites. Here's why it doesn't work:

  • 🔒 Law on Personal Data (152-FZ) prohibits free access to information about vehicle owners without their consent. Even the traffic police does not have the right to disclose this data upon request.
  • 🛡️ Vehicle registry (EAISTO) is a closed database, access to which is available only to authorized bodies: police, courts, insurance companies as part of investigations.
  • 💻 Search engines (Google, Yandex) do not index the traffic police databases. All “results” on the first pages of search results are either outdated information (for example, from advertisements for sale) or phishing sites.

Moreover, from 2021 in Russia there is a tougher liability for illegal dissemination of personal data (Article 13.11 of the Code of Administrative Offenses of the Russian Federation).
