To restore STS you will need a minimum package of documents. Without them, the traffic police will not even accept the application. Here's the full list:

If you are not in your region, you can restore STS in any branch of the Russian State Traffic Safety Inspectorate. The main thing is to have all the documents with you. In this case, the temporary permit is valid until you return home.

What to do if you lost your STS abroad?

If you have lost your STS in another country, you can only restore it through the Russian consulate or upon return. Temporary permits are not issued abroad! To avoid problems with the local police, carry with you:
