What is EPTS and why individuals need to register with it
From November 1, 2023, an electronic vehicle passport (EPTS) has become the main document for vehicle registration in Russia. For individuals registration in the system EPTS has become mandatory when buying, selling or re-registering a car. Without an account in the ownerβs personal account, it is impossible to confirm ownership or initiate a transaction through Public services.
System EPTS works through the portal ptsmos.ru (for Moscow and Moscow Region) and similar regional platforms. Individuals gain access to an electronic passport after passing verification - this ensures that car data is protected from fraudulent activities. Important: from 2026, paper PTS will no longer be issued, and all operations (including making changes to car data) take place only through EPTS.
If you are planning to buy or sell a car, take out a loan secured by a car, or simply want to have up-to-date information about your vehicle, registration in the system is required. Without it you will not be able to:
- π Confirm ownership when selling through
Public services; - π Make changes to the vehicle data (for example, after tuning or replacing the engine);
- π Re-register the car to the new owner;
- π³ Apply for a car loan or collateral under the preferential car leasing program.
Who should register with EPTS: categories of individuals
Not all car owners are required to register with EPTS. The mandatory procedure applies to the following categories:
| Owner category | Is registration required? | Reason |
|---|---|---|
| Owners of new cars (purchase after 11/01/2023) | β Yes | EPTS is created automatically upon first registration with the traffic police, but access to it must be confirmed |
| Owners of a used car with a paper title | β οΈ Optional | You can continue to use a paper PTS, but for transactions through Public services EPTS will be required |
| Car sellers | β Yes | Without registration in EPTS it is impossible to confirm the transfer of ownership |
| Buyers of cars on credit/leasing | β Yes | Banks and leasing companies require access to EPTS to register collateral |
| Owners of cars with design changes | β Yes | Any changes (engine, color, VIN) are made only through EPTS |
If your car was produced before 2023 and you have a paper title in your hands, you not obliged go to EPTS. However, without an electronic passport you will not be able to:
- π Sell your car through
Public services(only in person at the traffic police department); - π Make changes to vehicle data remotely;
- π± Use the mobile application Public services Auto to check the car history.
β οΈ Attention: From 2026, it is planned to completely abandon paper vehicle registration certificates. Owners of old cars are recommended to register with the EPTS in advance to avoid queues and technical problems.
Step-by-step instructions: how to register an individual in EPTS
The registration process takes no more than 15 minutes if you have all the necessary documents. Follow the instructions:
- Step 1. Preparing documents
You will need:
- π Passport of a citizen of the Russian Federation (series and number);
- π Vehicle registration certificate (STS) or PTS (if the car is new);
- π± Phone number associated with
State services; - π» Access to email.
For Moscow and the Moscow region, use the website ptsmos.ru. For other regions, find the official portal via Public services (section "Transport and driving" β "Electronic PTS").
Click the button "Login through State Services" and confirm access to personal data. The system will automatically update your full name and SNILS.
Enter vehicle details:
- Mr. vehicle number (for example, A123BC 77)
- VIN code (17 characters, for example, XTA211030G1234567)
- Body/chassis number (if any)
The system will check the data for compliance with the traffic police register.
An email will be sent to the specified email with a link to activate your account. After clicking on the link you will have access to your personal account EPTS.

β οΈ Attention: If during verification the system gives an error"Data not found", check:
- Correctness of the entered VIN code (a common mistake is to confuse the letters
Iand1,Oand0);- The relevance of the data in the traffic police (perhaps the car is not registered with you);
- No restrictions (arrest, bail).
If the error occurs again, contact technical support of the portal or MREO.
What data will be available in your EPTS personal account?
After successful registration, you will have access to complete information about the car. Your personal account displays:
- π Basic vehicle data: make, model, year of manufacture, color, engine power;
- π’ ID numbers: VIN, body/chassis number, engine number;
- π Ownership history: all previous owners (with dates of transfer of ownership);
- π¨ Restrictions and encumbrances: arrests, pledges, leasing agreements;
- π§ Design changes: data on tuning, replacement of units;
- π Documents: electronic copies of STS, diagnostic card, MTPL policy.
A unique feature of EPTS: the system displays not only current data, but also a complete history of changes. For example, if the previous owner changed the engine, this will be visible in the section "Design Changes" indicating the date and certificate number.
The following functions are also available in your personal account:
- π€ Export data: you can save information in PDF for presentation to a bank or insurance company;
- π Initiation of trades: launching the sale or re-registration process;
- π© Notifications: notifications about changes (for example, new owner or seizure).
If you are buying a used car, be sure to request from the seller access to his personal EPTS account (via the βGrant accessβ function). This will allow you to check the car's history before purchasing and avoid fraud.
Common registration mistakes and how to avoid them
Even with the apparent simplicity of the process, many owners encounter problems. Let's look at the most common mistakes:
1. Mismatch of data in the traffic police and EPTS
If during verification the system writes "Data not found", the reason may lie in:
- π€ Typo in VIN code or license plate;
- π Outdated data in the traffic police (for example, the car has not yet been re-registered to you);
- π« Imposed restrictions (arrest, bail).
Solution: Check the data via official website of the traffic police or contact the MREO to update the information.
2. Problems with authorization through State Services
If the button "Login through State Services" doesn't work:
- π Refresh the page (sometimes clearing the browser cache helps);
- π± Check that the phone number is in Public services confirmed;
- π‘οΈ Disable ad blockers (they can block authorization scripts).
3. Stuck at the verification stage
If after entering data the system freezes or gives an error "The service is temporarily unavailable":
- β³ Wait 10-15 minutes and try again (technical work is possible);
- π Try another browser (Chrome, Firefox, Edge);
- π§ Write to portal support (usually a response comes within 1 business day).
What if the EPTS has already been created, but you cannot access it?
If the previous owner has not deleted your vehicle from his account, contact the support of the EPTS portal with a request for forced transfer of rights. Please attach to your application:
- Copy of passport;
- A copy of the STS;
- Purchase and sale agreement (if any).
The process takes up to 5 working days.
How to register in EPTS without State Services: alternative methods
If you do not have a verified account on Public services, registration in EPTS is still possible, but will require a personal visit to the MFC or traffic police department. Let's consider both options:
1. Registration through the MFC
To do this:
- Make an appointment via MFC website (service "Registration in the EPTS system");
- Take with you:
- π Passport;
- π STS or PTS;
- π Application (the form will be issued on the spot).
Application processing time is up to 3 working days. After this, you will receive a login username and password via email.
2. Registration through the traffic police
If you simultaneously register a car in your name (for example, after purchase), you can register with EPTS directly to MREO:
- When submitting documents for vehicle registration, inform the inspector that you want to create an account EPTS;
- You will be given a temporary password for your first login;
- After registering your car with the traffic police (usually on the same day), you will be able to log into your personal account.
β οΈ Attention: When registering through the MFC or traffic police do not use public Wi-Fi networks for the first login to your personal account. Enter a temporary password only from your home or mobile Internet to avoid data interception.
Frequently asked questions about registration in EPTS
Is it possible to register for EPTS without a car?
No, the system is intended only for vehicle owners. If you do not have a car, registration is not possible. However, you can create an account on the portal EPTS in advance, and when buying a car, simply link it to your profile.
How much does registration in EPTS cost for individuals?
Registration in the system free. Payment may only be required when issuing an electronic signature (if you plan to sell a car remotely), but this is not necessary for regular access to data.
What to do if you have lost access to your EPTS personal account?
You can restore access using the button "Forgot your password?" on the login page. If the email to which your account is linked is also lost, contact the portal support with a copy of your passport and STS. Restoration will take up to 5 business days.
Is it possible to register a car purchased before 2023 in EPTS?
Yes, but for this it is necessary that the car data be updated in the traffic police. If your vehicle does not yet have an electronic passport, it will be created automatically the first time you apply (for example, when re-registering or making changes).
Is it necessary to register with EPTS if the car is pledged to the bank?
Yes, definitely. The bank, as a pledge holder, also has access to EPTS, but you as the owner need to confirm your rights. This will allow you to track the status of the collateral and initiate the removal of the encumbrance after the loan is repaid.
Registration with the EPTS for individuals is a mandatory step for anyone who plans to sell, buy or re-register a car after 2023. Even if you have a paper PTS, switching to an electronic format will simplify future transactions and protect against fraud.
