Buying a used car is always associated with risks: the car could be stolen, its license plates changed, or it could be deregistered due to suspicious circumstances. Checking registration by VIN code is the first step to avoid problems with the law and financial losses. But how to do it correctly? Which services provide up-to-date information and which provide outdated data? In this article, we will analyze all the legal methods of verification, from official traffic police databases to alternative sources, and also tell you what to look for when analyzing the results.
VIN (Vehicle Identification Number) is a unique 17 digit code, which is assigned to the vehicle at the factory. Using it you can find out not only the history of registration actions, but also data on road accidents, traffic police restrictions, customs clearance and even actual mileage. However, not all services provide complete information: some show only the fact of registration, others detail the history of the owners. We have compiled a checklist of 5 reliable methods, so that you can choose the best option depending on your goals.
1. Official check through the traffic police website
The most reliable way is to request data directly from the State Traffic Inspectorate database. To do this, you don’t need to go to the branch: all information can be obtained online through official website of the traffic police. The service is free, but requires registration at Public services (account level is not lower than “standard”).
To check your VIN registration:
- 🔹 Go to the section
Services → Vehicle check. - 🔹 Enter the VIN code in the appropriate field (example:
XTA211230D1234567). - 🔹 Confirm the request via SMS or push notification in the mobile application Public services.
- 🔹 Get a report with data on registration actions, restrictions and ownership history.
⚠️ Attention: The traffic police service only shows current registration status (registered/deregistered) and information about the last owner. The full history of re-registrations (for example, how many times the car changed owners) cannot be found here - this will require paid services or a request to the traffic police archive.
If during the check you see the status “deregistered at the request of the owner,” this may mean that the car has been disposed of, sold under a general power of attorney, or is wanted. Additional verification is required through the stolen car database.
2. Check through the State Services portal
Portal Public services duplicates the functionality of the traffic police website, but with a more convenient interface. Here you can not only check your registration, but also order an extended extract from the vehicle register (cost: 300 rubles). The report includes:
- 📋 Date of first registration in Russia.
- 📋 Number of owners (without full name).
- 📋 Presence of restrictions (arrest, ban on registration actions).
- 📋 Data on customs clearance (for imported cars).
For inquiry:
- Login to Public services.
- In the search, enter “Vehicle Check.”
- Select the service “Providing information from the register of vehicles.”
- Enter the VIN code and pay the state fee (if you need an extended extract).
⚠️ Attention: If the car was registered before 2013, the data may not be in the electronic database. In this case, you will have to contact the traffic police archive in person or through a notary request.
3. Alternative online services: pros and cons
In addition to government resources, there are commercial services that aggregate data from different sources: traffic police, insurance companies, customs and even foreign databases. The most popular:
| Service | Cost | What does it check? | Cons |
|---|---|---|---|
| Autocode | From 349 ₽ | Registration, accidents, restrictions, mileage | Theft data is not always up to date |
| CarVertical | From 599 ₽ | VIN check + data from Europe/USA | Expensive for domestic cars |
| VIN code | From 200 ₽ | Registration, customs, search | Little information on cars older than 10 years |
| Traffic Police Online | Free | Registration status only | No owner history |
🔍 Which service should you choose? If you only need to verify registration, free government resources will suffice. For a complete history (accidents, mileage, number of owners), it is better to use Autocode or CarVertical, but remember: no service gives a 100% guarantee. For example, data on road accidents may be incomplete if the accident was registered according to the European protocol.

4. Check through the traffic police archive: when is it needed?
If the car was registered before 2013 or you suspect that the data in the electronic databases is incomplete, you will have to contact the archives of the State Traffic Inspectorate. This is relevant for:
- 🚗 Rare foreign cars imported to Russia in the 90s or 2000s.
- 🚗 Cars with a “problematic” history (frequent resales, suspicions of broken numbers).
- 🚗 Cars that have not been used for a long time (for example, they were mothballed).
To make a request to the archive:
- Write an application addressed to the head of the regional State Traffic Safety Inspectorate (a sample can be downloaded from the department’s website).
- Please include VIN, license plate number (if known) and reason for request.
- Pay the state fee (500 rubles for an archival extract).
- Submit documents in person or through a representative using a notarized power of attorney.
⚠️ Attention: The response period is up to 30 days. If the car was registered in another region, the request will have to be duplicated to the local traffic police. For example, if a car was registered in Moscow and then resold to St. Petersburg, the data may be stored in different archives.
What to do if the archive refuses to provide data?
If you are denied information, please specify the reason. Often the refusal is associated with incorrectly specified data (for example, a typo in the VIN). If the refusal is motivated by the “classification” of information, this may indicate theft or participation of the car in a crime. In this case, it is better to refuse the deal.
5. Checking registration through insurance companies
Insurers have access to the traffic police databases and can provide data on vehicle registration if it was insured under compulsory motor liability insurance or CASCO insurance. This method is suitable if:
- 🔧 You know the previous owner's policy number.
- 🔧 The car was insured by one of the large companies (RESO-Garantiya, Ingosstrakh, AlfaInsurance).
- 🔧 You need additional verification (for example, confirmation of mileage according to the insurance company).
To request information:
- Contact the insurance company office with an application and a copy of the PTS.
- Indicate VIN and license plate number (if available).
- Pay a commission (usually 200–500 rubles).
📌 Important: Insurance companies are not obliged to provide data to third parties, so they may refuse. However, if you show the purchase agreement, the chances of success are higher. Also some insurers (for example, SberInsurance) offer a paid “Car Check” service for potential buyers.
6. How to recognize a fake or fraud?
Even if a VIN check shows that the car is “clean,” fraudsters can falsify documents or hide critical facts. Look out for the following signs:
- 🚨 VIN mismatch: the code on the body does not match the data on the PTS or summary plate (usually located under the hood or on the driver's door pillar).
- 🚨 Too “clean” story: The car is 10+ years old, but there is not a single accident or repair in the report - this is suspicious.
- 🚨 Lack of customs information: if the car is imported, but the report does not contain information about customs clearance, this may mean that it was imported illegally.
- 🚨 Low price: if the price is 20–30% below the market, there is a high risk that the car is pawned or stolen.
🔎 How to check VIN for authenticity? Check the code in three places:
- On the windshield (bottom right, under the glass).
- On the plate under the hood.
- In the PTS (item “Identification number”).
If even one symbol does not match, refuse the transaction. A broken VIN is a criminal offense (Article 326 of the Criminal Code of the Russian Federation), and such a car cannot be legally registered.
When buying a car with manual VIN correction (for example, after body repair), request documents from a certified service center confirming the legality of the changes. Without them, the car will not be registered with the traffic police.
7. Common mistakes when checking registration by VIN
Many buyers miss important details, causing problematic vehicles to be overlooked. We tell you what can't do when checking:
- 🔴 Check only by license plate: Numbers can be re-registered or faked, but VINs cannot.
- 🔴 Trust free services: most show outdated data or require payment for a full report.
- 🔴 Ignore owner history: if the car changed owners more than once every 1–2 years, this is a reason to be wary.
- 🔴 Do not check collateral: even if the car is not wanted, it may be pledged to the bank (checked through FSSP website).
💡 Advice: If the seller refuses to provide the VIN for verification or insists on a “proxy” transaction, this is a sure sign of fraud. You should also be wary if:
- 📄 There are many corrections or blots in the PTS.
- 📄 The original PTS is missing (only a copy).
- 📄 The seller asks for an advance payment before checking the documents.
FAQ: Answers to frequently asked questions
Is it possible to check the registration of a car by VIN without State Services?
Yes, through official website of the traffic police or paid services like Autocode. However, free alternatives (eg. Traffic Police Online) show only the current status, without history.
What to do if there is no data on the VIN in the traffic police database?
This is possible if:
- The car has never been registered in Russia (for example, it was imported recently).
- The data has not yet been updated in the electronic database (updating takes up to 30 days).
- The VIN is incorrect (check the code on the body).
In such cases, request data through the traffic police archive or customs (for imported cars).
Can a VIN check show actual mileage?
No, you can only find out by VIN recorded mileage during maintenance or insurance cases. If the vehicle has not been officially serviced, mileage information may not be available. To check use:
- Reports CarVertical (data from foreign databases).
- Diagnostics at a service station (reading data from the computer).
- Analysis of interior and chassis wear.
How to check if a car is pledged?
A request via VIN will not show the deposit - to do this you need to know the owner’s details (full name, passport). Check via:
- FSSP Register (according to the seller's full name).
- Unified register of pledges (according to PTS data).
⚠️ If the car is pledged, the purchase and sale transaction does not cancel the debt - the car can be seized from the new owner!
Is it possible to find out from the VIN whether a car is damaged or not?
Yes, but not in all cases. Services like Autocode show accidents recorded by the traffic police, but:
- Accidents registered according to the European protocol are not taken into account.
- There is no data on repairs after an accident (only the fact of an accident).
- For imported cars, foreign bases are needed (for example, Carfax for the USA).
For an accurate check, order body diagnostics at a service station with geometry check.
