2. Is it possible to check a disability permit by license plate online?

Short answer: no. Long answer: there are indirect methods, but they are not 100% guaranteed. Here's why:

By law Federal Law-152 “On Personal Data”, information regarding health status (including disability) refers to confidential data. Its disclosure without the consent of the owner is prohibited. Therefore, not a single official service (State Traffic Police, State Services, ERI) provides such information at the request of “outsiders”.

3. Official verification methods (for government agencies and parking lot owners)

If you represent an organization that has the right to control parking (for example, a property management company, HOA or towing service), you can request an inspection through:

  1. traffic police — send an official request with justification (for example, suspicion of counterfeiting a mark). The answer comes within 30 days.
  2. MFC or ITU Bureau - if the full name of the car owner is known. A notarized power of attorney will be required.
  3. Unified Register of Disabled Persons (ERI) — only government employees have access.
