From January 1, 2022, new rules are in force in Russia obliging vehicles to be equipped with in-vehicle emergency call devices (UVEOS) - ERA-GLONASS system. For vehicles that meet the requirements, registration certificate (CTC) there should be a special mark: "Equipped with UVEOS". Without it, the owner may be fined, and problems will arise when selling or registering it.
Many drivers still do not know whether they need to put this mark, how to add it to the documents, and what to do if the system is installed, but there is no entry in the STS. In this article we will look at all the nuances: Which cars fall under the rule?, how to check the availability of UVEOS, where to go to make changes and how much it costs. We will also answer frequently asked questions - for example, is it possible to drive without a mark and what to do if the system is faulty.
⚠️ Important: rules for equipping UVEOS are periodically updated. Before visiting the traffic police or a technical inspection station, check the current requirements for official website of the department or by calling the hotline.
What is UVEOS and why do you need a mark in the STS
UVEOS (in-vehicle emergency call device) is a set of equipment that automatically sends a distress signal in the event of an accident. The system works via satellite navigation GLONASS/GPS and mobile communications, transmitting the coordinates of the accident, data on the severity of the impact, and even the number of passengers (if the car is equipped with appropriate sensors). In Russia this system is called "ERA-GLONASS".
Mark "Equipped with UVEOS" The STS confirms that the car complies with technical regulations and can participate in road traffic without violations. Without it:
- 🚨 Failure to pass inspection (from 2022, checking the UVEOS is a mandatory diagnostic point).
- 📝 Don't register your car in the traffic police (upon purchase, re-registration or change of owner).
- 💰 May be fined 500–800 rubles for lack of the required mark (under Article 12.5 of the Administrative Code).
System "ERA-GLONASS" was introduced to reduce emergency response time. According to the Ministry of Emergency Situations, thanks to her, rescuers arrive at the scene of an accident at 20–30% faster, and the number of deaths decreased by 10–15% in regions with good network coverage.
Which cars must be marked “Equipped with UVEOS”
The requirement for mandatory installation of UVEOS applies not for all cars. This is who should have the system and the corresponding entry in the STS:
| Transport category | UVEOS requirement | From what year of manufacture |
|---|---|---|
Passenger cars (category B) |
Required | C 2017 (for new models) |
Freight (category N1–N3, up to 3.5 t) |
Required | C 2018 |
Buses (category M2–M3) |
Required | C 2019 |
Motor transport (category A, A1) |
Not required | — |
| Cars older than 2017 (all categories) | Not required (but can be set voluntarily) | — |
⚠️ Exceptions: if the car 2016 or older, but there was refurbished (for example, after an accident or tuning), a requirement for UVEOS may arise upon re-registration. This is decided individually by the traffic police.
For foreign carsimported from abroad, the same rule applies: if the car was produced after 2017, it must be equipped with an analogue "ERA-GLONASS" (for example, eCall in Europe). This must be checked during customs clearance.
If you are buying a used car 2017 or newer, be sure to check for the stamp on the STS. Without it, you will not be able to re-register the car in your name!
How to check if your car has UVEOS
Not all drivers know whether the system is installed in their car. Here 4 ways to check:
- View in STS. If in the column "Special Notes" there is a recording "Equipped with UVEOS", which means the system is installed and registered.
- Find the control unit. It is usually located:
- 🔧 Under the front panel (driver or passenger side).
- 🔧 In the trunk (next to the spare wheel or battery).
- 🔧 Under the seat (on some models Volkswagen, Skoda).
The block looks like a small box with an antenna and connectors.
🔍 What does the UVEOS block look like? This is usually a palm-sized device with the inscription «ERA-GLONASS», «eCall» or manufacturer's logo (for example, "MTS", "Megafon", "Bosch"). A GPS antenna and a SIM card are connected to it for communication.
What to do if a block is found, but the system does not work?
If the device is physically present but not activated (for example, the SOS indicator on the panel is not lit), you may need to:
- Software update (contact your dealer).
- Replacing the SIM card (it can be deactivated).
- Re-registration in the ERA-GLONASS database (through the service center).
How to enter the mark “Equipped with UVEOS” in the STS: step-by-step instructions
If your car meets the requirements, but there is no mark in the STS, you need to add it. Here algorithm of actions:
Check for the presence of UVEOS in the car|Get a diagnostic card with a note about UVEOS|Pay the state fee (800 rubles)|Contact the traffic police with a package of documents|Receive a new STS with a mark-->
Step 1. Pass inspection.
Since 2022, checking the UVEOS has been included in the mandatory diagnostic list. At the inspection station the master:
- 🔍 Checks the presence of the block and its performance.
- 📋 Will enter data into the diagnostic card.
- 🖨️ Will issue a certificate with a note “UVEOS meets the requirements”.
Step 2. Prepare documents.
To contact the traffic police you will need:
- 📄 Owner’s passport.
- 📄 STS and PTS.
- 📄 Diagnostic card (with a note about UVEOS).
- 💳 Receipt for payment of state duty (800 rubles for making changes).
Step 3. Contact the traffic police.
You can make an appointment via Public services or directly at the branch. Please indicate the reason in your application: “Making a special note on the equipment of UVEOS”. Inspector:
- 🔎 Will check the documents.
- 🖥️ Will enter data into the database.
- 📄 Will issue a new STS with a mark (the old one will remain with you with a mark "Invalid").
⏳ Deadlines: the whole procedure takes 1–2 hours (no queue). If you submit documents via Public services, you can save time and arrive at the appointed window.
Without a diagnostic card with a note about UVEOS, the traffic police will not add a mark to the STS. This is the most important condition!
How much does it cost to get a mark and who should pay?
Costs for registration of the mark "Equipped with UVEOS" depend on whether the system is installed in the car or whether it needs to be retrofitted. Let's consider both cases:
| Situation | Cost, ₽ | Who pays |
|---|---|---|
| UVEOS is installed from the factory, you just need to make a mark | 800 (state duty) | Car owner |
| UVEOS is missing, installation required | 8,000–25,000 (cost of kit + installation) | Car owner |
| Buying a used car without a mark | From 800 (if there is a system) to 25,000 (if you need to install) | Buyer (if not agreed with the seller) |
💡 Is it possible to save money? Yes, if:
- 🔧 Install UVEOS on your own (but will require certification from a service center).
- 🎁 Look for promotions from dealers (sometimes installation is free when purchasing a new car).
- 📉 Pay state duty via Public services with a 30% discount (560 ₽ instead of 800 ₽).
⚠️ Attention: if you are buying a used car 2017 or newer, make sure that the seller has already made a note in the STS. Otherwise you will pay for the registration yourself — this is not the responsibility of the previous owner!
What happens if you drive without the “Equipped with UVEOS” mark?
The absence of a mark in the STS is administrative violation, for which sanctions are provided. Here are the possible consequences:
- 🚔 Fine 500–800 rubles (under Article 12.5 of the Administrative Code for “driving a vehicle in violation of registration rules”).
- 🚫 Refusal of technical inspection — without a diagnostic card, you won’t be able to apply for compulsory motor liability insurance.
- 📛 Problems when selling — the new owner will not be able to re-register the car.
- 🔧 Difficulties during registration (for example, after a purchase or deregistration).
Important: the traffic police inspector does not have the right to stop the car specifically to check the vehicle registration code, but if he stops it for another reason (for example, for tinting), he may issue a fine for missing a mark.
🔍 How often are they checked? In practice, there are no mass checks, but:
- When technical inspection — 100% verification.
- When registration — necessarily.
- When Road accident — if the car is subject to examination, the absence of UVEOS may become an aggravating circumstance.
If you are stopped and given a fine for missing a mark, you can appeal it within 10 days. Argument: “The system was installed, but was not included in the STS due to the fault of the traffic police” (if this is the case).
