The issue of parking near intersections and public transport stops causes constant controversy among motorists. This is especially true for the so-called traffic islands โ special elevated platforms located in the middle of the roadway. Drivers often mistakenly believe that since this is not a sidewalk, there are fewer restrictions here, but the real situation on the road dictates its own strict conditions.
The situation is aggravated by the fact that in the road infrastructure there are different types of such elements: from full-fledged pedestrian crossings in the middle of a wide road to constructive flow dividers. Traffic rules clearly regulate the behavior of drivers in these zones, but the wording requires careful study. Ignoring these standards can lead not only to the evacuation of the car, but also to the creation of an emergency situation.
In this article we will examine in detail whether a traffic island is a place where parking is permitted, and what sanctions are provided by law for violating these rules. Understanding the intricacies of markings and signs will help you avoid unpleasant encounters with traffic police inspectors and save your budget.
What is a traffic island?
Before talking about prohibitions, it is necessary to clearly define what exactly we are considering. According to traffic rules terminology, traffic island - this is an element of road arrangement that can be structurally highlighted or marked with markings. Its main function is to ensure the safety of pedestrians crossing the roadway or to separate traffic flows.
Visually, such elements look different. This can be an area raised above the asphalt level with a curb, often equipped with a traffic light or priority signs. In other cases, it is simply an area marked with inclined intermittent markings (the so-called โzebraโ or โhatchingโ), which is not physically separated from the road by a curb. It is important to understand the difference between dividing strip and a traffic island, although parking rules for them are often similar.
The main purpose of such zones is to give a pedestrian the opportunity to safely wait through one part of the road before entering the second. For the driver, the presence of such an element often means a narrowing of the space available for maneuver and increased attention to others. Parking in close proximity to such areas can completely block the view of other road users, which is a critical risk factor.
Please note: even if the traffic island is not raised above the road, but is only marked with markings, its status in the eyes of the inspector remains unchanged - this is an area of increased attention where special rules apply.
Legal grounds for prohibiting stopping
Analyzing Traffic rules, we will not find a direct clause with the wording โsafety islandโ. However, there are a number of related prohibitions, which together make parking here impossible. The key point is clause 12.4 of the traffic rules, which lists the places where stopping and parking of vehicles is prohibited.
First of all, the ban applies in places where the vehicle will block the visibility of road signs, traffic lights or markings for other drivers. Safety islands are often equipped road infrastructure, and parking next to them automatically violates this clause. In addition, stopping at the intersection of roadways or within 5 meters in front of it is also prohibited, and islands are often located at intersections or junctions.
Another important aspect is clause 12.5 of the traffic rules, regarding places where parking is prohibited. Distances to public transport stops and pedestrian crossings are mentioned here. Since the traffic island is part of a pedestrian crossing over a multi-lane road, the logic of the legislator is obvious: parking here is unacceptable. Law is based on the principle of priority of pedestrian safety over the convenience of motorists.
The ban on stopping on a traffic island is not based on one specific point, but on a set of rules about visibility, distance to intersections and pedestrian crossings.
Stop at tram stops and islands
Particular attention should be paid to situations where the traffic island is located in close proximity to a tram stop or serves as a platform for boarding passengers. In this case, strict regulations regarding public transport come into force. Stopping vehicles at stops for route vehicles and within 15 meters of them is prohibited.
If the traffic island is structurally combined with a boarding platform for a tram or trolleybus, then parking there is equivalent to blocking the operation of public transport. This creates congestion and forces passengers to step onto the roadway, which is deadly. Tram tracks and their service areas require free space for maneuvering large vehicles.
Even if you just โstand up for a minuteโ to drop off a passenger, you risk getting a fine. The only exception is when you are the driver of a minibus or taxi (if there are appropriate markings and signs), but this also has its own nuances. For a personal car, such zones are taboo.
- ๐ซ It is strictly forbidden to block the exit of trams from stops.
- ๐ถ You cannot park in areas where pedestrians are forced to walk around the car along the roadway.
- ๐ฆ Parking is prohibited if the car hides the traffic light signal or the โGive wayโ sign from other drivers.
Markings and signs: what to pay attention to
To avoid becoming a violator, the driver must be able to โreadโ the road. Safety islands are often accompanied by markings and signs that duplicate and reinforce traffic regulations. The main marker is an inclined broken line that forms the so-called โhatchingโ. You can drive onto such a marking only in emergency cases, and even more so park your car on it.
Also pay attention to the signs installed on or near the island. Sign 3.27 "Stopping prohibited" (blue circle with red circle and cross) or 3.28 "Parking prohibited" (one diagonal line) make the prohibition absolute. If there is a sign nearby 8.23 with a camera image, then control over compliance with the rules is carried out automatically.
It is important to distinguish between solid and broken marking lines approaching the island. Crossing a continuous line for parking is a separate violation, threatening a fine and possible deprivation of rights. Road markings takes precedence over the driver's intuition. If you see a yellow line along the edge of the island (marking 1.4), this is a direct prohibition on stopping.
| Item type | Type of marking/sign | Is it possible to stand? | Risk of fine |
|---|---|---|---|
| Island with border | Solid line / Sign 3.1 | No | High |
| Dividing strip | Oblique hatching | No | High |
| Tram platform | Sign 5.16/5.17 | No (15 meters) | Critical |
| Pedestrian crossing | Zebra crossing at road level | No (5 meters before/after) | High |
What is "hatching"?
This is marking 1.2, consisting of wide broken lines. Access to it is permitted only in emergency situations (breakdown, avoidance of obstacles), but parking there is equivalent to parking on a dividing strip, which is strictly prohibited.
Fines for violating parking rules
Violation of the rules of stopping and parking in places where it is prohibited entails administrative liability. For Moscow and St. Petersburg, the amounts of fines are higher than for other regions of Russia, which is due to more intense traffic and the complexity of parking space. If you leave your car on a traffic island, you will most likely be charged under Part 3 or 4 of Article 12.19 of the Code of Administrative Offenses of the Russian Federation.
In ordinary cities the fine will be 1,000 rubles, and in federal cities - 3,000 rubles. However, if your car is parked in a way that obstructs public transport (for example, at a tram stop), the fine may be significantly higher. In addition, the car may be towed to an impound lot, which, together with the payment for tow truck and storage services, will result in a serious financial loss.
Particular attention should be paid to repeated violations. If you systematically ignore prohibitory signs and markings, the risk of being left without a vehicle for several days increases. Code of Administrative Offenses provides for strict measures against those who pose a threat to road safety.

Exceptions and disputes
Are there situations when stopping at a traffic island is still permitted? Theoretically, if the traffic island is located far from an intersection, pedestrian crossing or public transport stop, and there are no prohibitory signs, formally, paragraph 12.4 of the traffic rules may not apply directly. However, in practice such places practically do not exist.
Any traffic island, by definition, is associated with a pedestrian crossing or traffic separation in a difficult area. An attempt to prove to the inspector that this particular island โis not an obstacleโ is doomed to failure. Judicial practice shows that priority is always given to the safety of pedestrians and the unhindered movement of traffic.
The only legal exception is a forced stop due to a technical malfunction of the car or an accident. In this case, you are required to turn on the hazard warning lights and display a warning triangle. But even in this case, as soon as the opportunity arises, the car must be removed from the roadway.
