When it comes to vehicles, most drivers think of cars or motorcycles. However, the legal classification is much broader: from mopeds with engine capacity 50 cc up to road trains weighing 40 tons. Understanding these categories is critical not only for passing the traffic police exam, but also for correct paperwork, MTPL insurance, and avoiding fines for non-compliance categories of rights vehicle type.

In Russia, the classification of vehicles is regulated by several documents: Technical Regulations of the Customs Union 018/2011, Traffic rules (traffic rules) and Federal Law No. 196-FZ "On Road Safety". At the same time, the vehicle category in driver's license and category in registration certificate (STS) may not match - this is normal, but requires attention. For example, quad bike may fall into the category L7e (off-road motor vehicle), but you will need a category to manage it B1 or A1 depending on weight and power.

In this article we will analyze all the current categories of vehicles for 2026, their technical characteristics, examples of popular models and legal traps that await drivers. We will pay special attention changes in classificationrelated to the development of electric transport and unmanned systems.

1. Light vehicles: category L (mopeds, motorcycles, ATVs)

Category L combines all two-, three- and four-wheeled vehicles with an internal combustion engine (ICE) or an electric motor, the maximum speed of which does not exceed 50 km/h (for subcategories L1–L5) or 90 km/h (for L6–L7). The main criterion for separation is engine displacement and power.

For example, scooter Yamaha NMAX 125 with a volume of 125 cc falls into the subcategory L3 (motorcycles), whereas electric scooter Ninebot Max G30 with a power of 350 W refers to L1e-A (light electric vehicles). Important: from 2023 for management electric scooters power over 250 W category required M or B (if the weight exceeds 35 kg).

  • πŸ›΅ L1 β€” Mopeds and light quadricycles (up to 50 cc, up to 45 km/h). Example: Honda Dio 50.
  • 🏍️ L3 β€” Motorcycles (over 50 cc or speed >50 km/h). Example: Kawasaki Ninja 400.
  • 🚜 L7e β€” Off-road motor vehicles (ATVs, snowmobiles). Example: CFMOTO CFORCE 500.
⚠️ Attention: If you are in control quad bike weighing up to 550 kg with a passenger seat, it requires a category B1, not A1. This is a common mistake that leads to a fine. 5 000–15 000 β‚½ according to Part 1 of Art. 12.7 Code of Administrative Offences.
Subcategory Max. speed Engine volume / Power Required category of rights
L1e-A up to 45 km/h up to 50 cc / up to 4 kW M or any other
L3e over 45 km/h over 50 cc / over 4 kW A, A1
L7e-B up to 90 km/h up to 15 kW (quad bikes) B1
πŸ“Š What category L transport do you use?
Moped/scooter
Motorcycle
ATV/snowmobile
Electric scooter
None

2. Passenger cars: category B and its subcategories

Category B - the most common among drivers. It allows you to control vehicles weighing up to 3.5 tons with a number of passenger seats up to 8 (not counting the driver). However, there are nuances here:

  • πŸš— B β€” Standard passenger cars. Example: Lada Vesta, Toyota Camry.
  • 🚐 B1 β€” Tricycles and quadricycles (weighing up to 550 kg). Example: Piaggio MP3 500.
  • πŸš™ BE β€” Passenger cars with a trailer (trailer weight up to 750 kg or exceeding the weight of the car with a total weight of up to 3.5 tons).

Key Limitation: If you plan to tow 1 ton trailer on Kia Sorento (vehicle weight - 2 tons), the total weight will be 3 tons, which fits into the category B. But if the trailer weighs 1.6 tons, a category will be required BE.

⚠️ Attention: From 2021 for management minibuses with 9–16 passenger seats (for example, Ford Transit) category required D1, not B. Violation may result in a fine 30 000 β‚½ and vehicle evacuation.
πŸ’‘

If you're buying a trailer, check it out. permissible maximum weight in PTS. Even if the actual load is less, the license category is determined by technical characteristics and not by current weight.

3. Trucks: categories C, C1 and CE

Trucks are divided into categories depending on their maximum permissible weight (MRM) and trailer type. Main difference C1 from C β€” weight limit:

  • πŸš› C β€” Trucks weighing over 3.5 tons. Example: MAZ-5340, Scania R450.
  • πŸ“¦ C1 β€” Medium trucks (3.5–7.5 tons). Example: Isuzu NPR, GAZon Next.
  • 🚜 CE β€” Trucks with a trailer weighing over 750 kg. Example: Volvo FH with semi-trailer.

Important point: for management by road train (for example, KamAZ with trailer) with a total weight of 20 tons category is required CE, even if the truck itself belongs to the category C. In this case, the mass of the trailer may exceed the mass of the tractor - the main thing is that the total maximum permissible weight does not exceed 44 tons (for Russia).

Category Max. vehicle mass Max. trailer weight Vehicle example
C1 3.5–7.5 tons up to 750 kg Mercedes-Benz Sprinter 516
C over 7.5 tons up to 750 kg Scania P360
CE over 7.5 tons over 750 kg DAF XF + semi-trailer

4. Passenger vehicles: categories D and D1

Categories D and D1 designed for transporting passengers. The main difference is the number of passenger seats:

  • 🚌 D1 β€” Minibuses (9–16 seats). Example: Peugeot Boxer, Mercedes-Benz Vito.
  • 🚍 D β€” Buses (over 16 seats). Example: LIAZ-5292, Volvo 9700.
  • 🚎 DE β€” Articulated buses or buses with a trailer. Example: MAZ-203 with trailer.

Feature: for category D required medical certificate with the mark β€œfit to drive a category D vehicle”, as well as mandatory passing pre-trip control (breathalyzer, document check). In addition, bus drivers must once every 5 years undergo retraining.

⚠️ Attention: If you are in control minibus (for example, GAZelle Next) with 13 passenger seats, you need a category D1, not B. The violation is classified as driving a vehicle without driving license (fine 30 000 β‚½).
What happens if you drive a bus with category B?

Driving a bus with more than 8 seats without category D/D1 is equivalent to driving without a license. This entails a fine 30 000 β‚½, evacuation of the vehicle and possible deprivation of rights to 1–2 years according to Art. 12.7 Code of Administrative Offences. In addition, the insurance company will refuse to pay in case of an accident, since the MTPL agreement will be considered invalid due to non-compliance with the category.

5. Special and agricultural vehicles: categories Tm, Tb and others

In addition to standard categories, there are special vehicle classes that are often overlooked:

  • 🚜 Tm β€” Trams. A separate tram driver's license is required.
  • 🚌 Tb β€” Trolleybuses. Similar to trams, special training is required.
  • 🚜 M β€” Self-propelled machines (tractors, combines). Example: MTZ-82, John Deere 6R.

For management tractor or combine required on public roads tractor license, issued by Gostekhnadzor. Moreover, if a self-propelled vehicle reaches a speed of over 50 km/h, an additional category is needed B or C (depending on weight).

Interesting fact: electric cars (for example, Tesla Model 3) belong to the category B, but if their mass exceeds 3.5 tons (like Tesla Cybertruck), category required C. This is true for some electric pickups and vans.

πŸ’‘

For management tractor on public roads you need tractor license + category B/C, if the speed exceeds 50 km/h. Without these documents the fine will be 20 000 β‚½ + evacuation of equipment.

6. Electric vehicles and hybrids: classification features

With the development of electric vehicles and hybrids, vehicle classification has become more complicated. The main criteria remained the same (weight, power, number of seats), but new subcategories appeared:

  • ⚑ L1e-B β€” Light electric motorcycles (power up to 4 kW). Example: Zero FX.
  • πŸš— B (electro) β€” Electric vehicles weighing up to 3.5 tons. Example: Nissan Leaf, Hyundai Kona Electric.
  • πŸš› C (electro) β€” Electric trucks (for example, Volvo FL Electric).

Important: for electric scooters with a power over 250 W and a weight up to 35 kg, a category is now required M, and for models heavier than 35 kg - B. This rule was introduced in 2023 due to an increase in accidents involving scooters.

Pay special attention hybrid cars: if they can only move on electric power (for example, Toyota RAV4 Plug-in Hybrid), they are classified as electric vehicles. If the electric motor only helps the internal combustion engine (for example, Hyundai Tucson Hybrid), then the category is determined according to standard criteria (weight, places).

Driving a vehicle without the appropriate category of license is one of the most serious violations. The consequences depend on the situation:

  • πŸ“‹ Fine β€” 5 000–15 000 β‚½ (Part 1 of Article 12.7 of the Administrative Code).
  • πŸš” Vehicle evacuation β€” if the driver cannot present a license of the required category.
  • 🚨 Deprivation of rights - on 1–2 years, if the driver has already been fined for a similar violation.

Example: if you have a category Bbut you are in control minibus with 12 seats (required D1), the traffic police inspector has the right:

  1. Issue a fine 30 000 β‚½.
  2. Evacuate the vehicle to the impound lot (cost of evacuation + storage - from 10 000 β‚½).
  3. Initiate item check illegal transportation of passengers (if the bus is used commercially).
⚠️ Attention: If you rented a truck weighing 5 tons (category C1), but you only have a category B, the insurance company will refuse to pay in case of an accident. This is stated in paragraph 2 of Art. 14 of Federal Law No. 40-FZ "On Compulsory Motor Liability Insurance".

8. How to determine the category of your vehicle?

To find out the category of your vehicle, check the following documents:

  1. Certificate of Registration (CTC) - in the column "Vehicle category" the letter is indicated (A, B, C, etc.).
  2. Vehicle Passport (PVC) - in the section "Special Notes" or "Category".
  3. Technical data sheet β€” for self-propelled vehicles (issued by Gostekhnadzor).

If the category is missing from the documents or is indicated incorrectly, contact traffic police for clarification. For example, some pickups (for example, Ford Ranger) can be classified as B (if the weight is up to 3.5 tons) or C (if the mass is greater).

For new vehicles (especially electric cars), the category can be determined by certificate of conformity. For example, Tesla Model X with a mass of 2.5 tons belongs to the category B, but if it is modified (install batteries of larger capacity), the weight may exceed 3.5 tons - and a category will be required C.

πŸ’‘

Always check the vehicle category in STS with category in driver's license. Even if the vehicle looks like a β€œpassenger car”, its weight or passenger capacity may require a different category of rights.

FAQ: Frequently asked questions about vehicle categories

Is it possible to drive a motorcycle with category B?

No. Category B allows you to drive only cars and light quadricycles (subcategory B1). Motorcycles require a category A (or A1 for motorcycles with a volume of up to 125 cc). An exception is if you have an old-style license (issued before 2013), where the category B automatically gave the right to drive motorcycles with a capacity of up to 125 cc.

Is category E required for a light trailer?

Category E (or subcategory BE) is required if:

  • The trailer weight exceeds 750 kg.
  • The total weight of the vehicle + trailer exceeds 3.5 tons.

Example: If you are towing a trailer weighing 1 ton on a car weighing 2 tons, total mass (3 tons) fits into the category B. But if the trailer weighs 1.5 tons, will be required BE.

What category is needed to drive an ATV?

Depends on the type of ATV:

  • L7e-B (weight up to 550 kg, speed up to 90 km/h) - category B1.
  • Off-road ATVs (for example, CFMOTO CFORCE 800) - required tractor driver's license (category A1 according to Gostekhnadzor).

To drive on public roads it is also necessary OSAGO and registration with the traffic police (for ATVs category L7e).

Is it possible to transport 9 people in a minibus with category B?

No. Category B allows you to transport up to 8 passengers (not counting the driver). For minibuses with 9–16 places category required D1. An exception is if the vehicle is registered as cargo-passenger (for example, GAZelle with 2 rows of seats), but even in this case the number of passenger seats should not exceed 8.

What happens if you ride an electric scooter without an M category?

From 2023 for electric scooters with a power of more than 250 W or weighing more than 35 kg category required M. Penalty for its absence:

  • 5 000–15 000 β‚½ (Part 1 of Article 12.7 of the Administrative Code).
  • Evacuation of the vehicle (if the weight exceeds 35 kg).

For scooters with a power of up to 250 W, a category is not required, but compliance with traffic rules is mandatory (driving on bicycle paths, speed up to 25 km/h).
