A motor home is not just transportation, but a whole way of life. But before you go on a free trip, you need to understand the legal side: what rights are requiredto drive such a home-car hybrid. An error in choosing a category can result in a fine of up to 15,000 rubles or even deprivation of rights for 3β6 months. But the rules depend not only on the weight and dimensions, but also on the type of hitch, the purpose of the motorhome and even the year of its manufacture.
In Russia, legislation regulates the management of mobile homes through Order of the Ministry of Internal Affairs No. 365 (on permission to drive a vehicle) and Technical Regulations of the Customs Union 018/2011. But in practice, drivers often confuse campers with caravan trailers, motorhomes on truck chassis and light βminibusesβ with a sleeping compartment. We will analyze all the nuances: from category B for compact Volkswagen California up to category D for road trains 12 meters long.
Spoiler: 90% of owners of motorhomes weighing up to 3.5 tons get by with category B licenses, but there are critical exceptions. For example, if your camper weighs 3,490 kg, and you took a trailer weighing 750 kg with you, you will already need a category BE. And this is just the tip of the iceberg.
1. Motorhome up to 3.5 tons: is a category B license enough?
Most serial motorhomes sold in Russia fall under category B. This applies to models based on:
- π Mercedes-Benz Marco Polo (weight ~2.8β3.2 t)
- π Ford Transit Custom Nugget (up to 3.5 t)
- π Hymer Exsis-i (compact versions)
- π Domestic "Gazelle-campers" (if the limit is not exceeded)
Key condition: maximum permissible mass (MWP) should not exceed 3,500 kg, and the number of passenger seats (except for the driver) is no more than 8. It does not matter how much your luggage or equipment inside weighs: the main thing is the parameters in the vehicle title.
Important! If the vehicle title lists a weight of 3,490 kg, but you install an additional battery, solar panels and a water tank, the total weight may exceed the limit. In this case, you will need to re-register the vehicle or obtain a license of a higher category.
β οΈ Attention: A category B license allows you to tow a trailer weighing up to 750 kg. If your trailer is heavier (eg. Knaus Boxstar 600 weighs 850 kg), category required BE.
How to check your weight? Look for the line F.2 in the PTS - it is indicated there permissible maximum weight. If there is a value there 3,500 kg or less - category B is suitable.
When purchasing a used motorhome, always check the title data with the actual weight on the scale. Often, previous owners modify the vehicle without updating the documents.
2. Motorhomes from 3.5 to 7.5 tons: when is category C needed?
If your RV is built on a truck chassis (eg. Iveco Daily or MAN TGE) and its mass exceeds 3,500 kg, you will need category C. This applies to:
- π Large class motorhomes A-Class (for example, Dethleffs Globebus)
- π Modified vans with reinforced frame
- π Motorhomes with trailers, if the total weight exceeds 3.5 tons
Moreover, category C does not give the right to transport passengers (more than 8 people). If your motorhome has sleeping capacity for 10 people, category D may be required (more on this below).
How to get category C?
- Complete training at a driving school (1.5β2 months).
- Pass theory (tickets categories C and B) and practice at the training ground and in the city.
- Obtain a medical certificate with the mark βfit to drive a category C vehicle.β
Exception: If your motorhome weighs, for example, 4,200 kg, but you do not plan to travel abroad, you can register it as truck with superstructure. In this case, category C will not be required, but there will be problems with parking and travel to some EU countries (categories are strictly monitored there).
What happens if you drive a 5 ton motorhome with category B?
At best, a fine of 5,000β15,000 rubles (Article 12.7 of the Administrative Code). At worst, the vehicle will be evacuated to an impound lot and go to court if an accident occurs. Insurance will not pay for damage in case of an accident!
3. Caravan trailers and road trains: when is category BE or CE needed?
Many RV owners use caravan trailers (for example, Tabbert Da Vinci or Knaus Caravan). There are separate rules here:
- πΉ If the trailer weight is β€ 750 kg β category B is sufficient.
- πΉ If the trailer weight is > 750 kg, but the total weight of the road train is β€ 3.5 t β still category B.
- πΉ If the weight of the trailer is > 750 kg and the total weight of the road train is > 3.5 t β a category is needed
BE.
Example: Your motorhome weighs 3,300 kg and your trailer weighs 900 kg. Total weight = 4,200 kg β required BE. If the trailer weighs 700 kg and the motorhome 3,000 kg β category B is enough.
For heavy road trains (weighing over 7.5 tons), a category will be required CE. This is relevant for:
- π Motorhomes on truck chassis with large trailers.
- π American RV-class (for example, Thor Motor Coach).
Important! Category BE allows you to drive a road train weighing up to 7,000 kg (if the vehicle weight is β€ 3.5 tons). For heavier compounds - only CE.
| Category of rights | Max. motorhome weight | Max. trailer weight | Examples of vehicles |
|---|---|---|---|
B |
β€ 3,500 kg | β€ 750 kg | VW California, Ford Nugget |
BE |
β€ 3,500 kg | β€ 3,500 kg (total weight β€ 7,000 kg) | Motorhome + caravan trailer |
C |
3,500β7,500 kg | β€ 750 kg | Iveco Daily, MAN TGE |
CE |
> 7,500 kg | No restrictions | American RVs, road trains |
4. Motorhomes with passenger seats: when is category D needed?
If your motorhome is designed to be transported more than 8 passengers (not counting the driver), you will need category D. This is a rare case, but relevant for:
- π Converted buses (for example, Mercedes-Benz Sprinter with 12 beds).
- π Campers used for commercial tours (with driver and guide).
Category D means:
- π Strict medical commission (including a psychiatrist and narcologist).
- π Training at a driving school (3β4 months).
- π Annual medical examinations to confirm the category.
Category D automatically includes the right to drive vehicles of categories B and C, but not vice versa.
β οΈ Attention: If the PTS indicates 8 passenger seats, and you added 2 more sleeping seats, this is considered a conversion. Without making changes to the documents, you may be fined for non-compliance with the registration data of the vehicle.
5. Features for DIY motorhomes and van conversions
Many enthusiasts remake GAZelle, Ford Transit or Mercedes Sprinters in mobile homes with your own hands. There are three key points here:
- Changing the vehicle category. If you turned a cargo van into a passenger van (added windows, sleeping places), you need to re-register the title through the traffic police.
- Checking weight. Installing furniture, water and gas tanks adds weight. If it exceeds 3.5t, category C will be required.
- Insurance. OSAGO for homemade motorhomes often costs more due to increased risks.
Example: you bought GAZelle-Next with an MRP of 3,500 kg and made a camper out of it. After installing the kitchen, shower and batteries, the actual weight increased to 3,700 kg. Now you need a category C license, otherwise in case of an accident the insurance company will refuse to pay.
Check the permitted weight in the PTS with the planned weight|Check with the traffic police to see if the vehicle category needs to be changed|Check if frame reinforcement will be required|Apply for changes in the design through an expert examination-->
6. International travel: what rights are needed for Europe and the USA?
In the EU countries and the USA the rules are stricter than in Russia. For example:
- πͺπΊ In Germany, a motorhome weighing 3,500β7,500 kg requires a category
C1(analogous to our C, but with a weight limit of up to 7.5 tons). - πΊπΈ In the US, RVs over 11,000 lbs (β5 t) require a license
Non-Commercial Class B. - π«π· In France, a category is required for trailers weighing >750 kg
B96orBE.
Travel recommendations:
- Check national legislation countries visited (for example, on the website ADAC for Europe).
- Complete international driver's license (if your license does not have Latin transliteration).
- Make sure Green Card insurance covers your vehicle type.
Lifehack: In some countries (for example, Croatia, Italy) category B is sufficient for motorhomes up to 3.5 tons, but the police may require confirmation that the vehicle is not used for commercial transport.
In Europe, category B allows you to drive a motorhome up to 3.5 tons + trailer up to 750 kg. Heavier formulations will require B96, BE or C1.
7. Fines and consequences of driving without the required category
If you drive a motorhome without the appropriate category of license, you are expected to:
- π° Fine 5,000β15,000 β½ (part 1 of article 12.7 of the Administrative Code).
- π Evacuation of the vehicle to the impound lot (storage cost - from 1,000 β½/day).
- βοΈ In case of an accident, the insurance company refuses to pay (if the category does not correspond to the vehicle).
- π¨ In some cases - deprivation of rights for 3-6 months.
Case studies:
- π Driver Ford Transit (3.8 tons) with license B was fined 12,000 rubles in the Moscow region.
- π Owner of a homemade camper at the base ZIL-131 (6 tons) received a fine of 15,000 β½ + evacuation in St. Petersburg.
How to avoid problems?
- π Always check the weight of the vehicle in the PTS before purchasing.
- π If you modify a motorhome, make changes to the documents.
- π¦ When traveling abroad, check local regulations (for example, in Austria, trailers >750 kg require category BE, even if the total weight is β€3.5 t).
The fine for not having the required category is from RUB 5,000, but the main danger is the insurance companyβs refusal to pay in case of an accident.
FAQ: Frequently asked questions about motorhome rights
Is it possible to drive a 3500kg motorhome with an 800kg trailer with only category B?
No. The total weight of the road train exceeds 3,500 kg (3,500 + 800 = 4,300 kg), so a category is required BE.
Is category D required for a 10-person motorhome if it weighs 3,200 kg?
Yes, if the PTS indicates more than 8 passenger seats. Category D is required regardless of the weight of the vehicle if it is intended to transport 9+ people (including passengers).
Is it possible to get category C if you only have B?
Yes, but you will need to undergo training at a driving school (1.5β2 months) and pass exams (theory and practice). Category B does not automatically give you the right to drive a category C vehicle.
What to do if there is an error in the vehicle registration certificate with the weight of the motorhome?
You must contact the traffic police to make changes. An examination (for example, at NIIAT) and re-registration of the vehicle will be required. Driving with incorrect data in the vehicle title is equivalent to driving without a license.
Do I need special licenses to drive a motorhome in winter?
No, the season does not affect the category requirements. However, in some countries (e.g. Norway, Sweden) snow chains are mandatory for motorhomes weighing >3.5 tonnes in winter.
