Section 1. Information about the applicant

The details of the current owner (the one to whom the car is registered) are indicated here. Required fields:

Section 3. Information about the previous owner

This section is to be completed only when re-registration car (purchase second hand, donation, inheritance). If you register new car from the salon, you can skip this section.

Required data:

  • 👤 Name of the previous owner - completely, as in his passport
  • 📍 Registration address - according to PTS or DCT
  • 📄 Base document - usually this is a purchase and sale agreement (indicate the date and number, for example: DCP No. 123 dated 06/01/2026)

If there were several previous owners (for example, the car was sold through resellers), provide information last of them - the one with whom you made a deal.

Section 4. Request to the traffic police

Here you state, what actions exactly must be carried out by traffic police officers. Possible options:

  • 🔹 "Register" — for new or previously not registered in the Russian Federation cars
  • 🔹 "Re-register" - upon change of owner
  • 🔹 "Make changes to registration data" — if you change your address, full name or other data
  • 🔹 "Issue new registration plates" — if you want to change the license plates (for example, when buying a car with “nice” license plates)

If you are buying a used car and want to keep the old plates, select "Save registration plates". In this case, there is no need to pay a fee for new numbers.

Section 5. Signature and date

The application must be personally signed the applicant in the presence of a traffic police inspector. An electronic signature (if filled out through State Services) also has legal force.

The date of completion is indicated in the format DD.MM.YYYY. If you submit documents through the MFC, the date will be the day the documents are received, and not the day of the visit to the traffic police.

  3. Skipping required fields - for example, body color or engine power is not indicated.
  4. Using the Latin alphabet in Russian fields — the brand and model are written in Russian (for example, "Toyota Camry", not "Toyota Camry").
  5. Typos in name or address - even one letter can cause a refusal.

Another common problem is incorrect engine power indication. In the PTS it may be indicated in kW or hp. The application must indicate both, even if one of the values is missing from the PTS. To translate, use the formula:

1 kW = 1.3596 hp

Example: 100 kW × 1.3596 ≈ 136 hp

If the PTS shows power only in hp, convert it to kW using the inverse formula and indicate both values.

What to do if there is an error in the PTS?

If you find a discrepancy in the title (for example, an incorrect VIN or year of manufacture), your registration will have to be suspended. In this case you need:

Can I fill out the application in advance at home?

Yes, you can fill out the form at home, but it must be signed in the presence of a traffic police inspector. An exception is an application submitted through State Services (an electronic signature is used there).

If the previous owner forgot to sign the title, you need to:

  1. Contact the seller and ask him to appear at the traffic police office to certify the transaction.
