Buying a car is always an exciting moment associated with the expectation of new emotions and freedom of movement. However, the euphoria of owning a new car quickly gives way to the harsh reality of bureaucratic procedures that must be completed as soon as possible. According to current legislation, the new owner is required to register the vehicle within 10 days from the date of signing the purchase and sale agreement. Delay threatens with serious fines, and in some cases, deregistration of the car, which will make operation impossible.

Fortunately, the era of hours-long queues at traffic police departments is becoming a thing of the past, giving way to digital services. Portal Public services allows you not only to submit an application online, but also to book a specific time for your visit, eliminating the need to arrive when the doors open and stand in line. This approach saves valuable time and nerves, making the paperwork process predictable and structured. In this article, we will go through each step of the procedure in detail so that you can safely prepare your car for the road.

The most important thing to understand before starting the procedure is strict 10 day deadline, allocated by law for registration. It is from this date that the countdown begins when you can be fined for late registration. All subsequent actions will be aimed at making it in time and obtaining legal license plates and documents.

Preparation of documents before submitting an application

Before you start filling out electronic forms on the portal, you need to make sure that you have a complete package of original documents on hand. The absence of even one certificate may result in refusal to accept the application or the need to interrupt the procedure in the middle. Digitalization of processes does not eliminate the need for physical presence of papers when visiting a department.

First of all, you will need a valid passport of a citizen of the Russian Federation and a purchase and sale agreement (SPA). It is the DCT that is the main legal basis for the transfer of ownership, so carefully check that all fields, VIN numbers and passport data are filled out correctly. Any typo in the numbers can lead to problems when reconciling data in the traffic police database.

  • 🚗 Vehicle Passport (PTS) - original paper or electronic (EPTS).
  • 📄 A valid OSAGO policy, in which the new owner is already included.
  • 💰 Receipt for payment of the state fee (paid after submitting the application).
  • 🔑 The car itself is to be inspected by an inspector for compliance with the unit numbers.

⚠️ Attention: The MTPL policy must be issued to the new owner before submitting an application for registration. Without valid insurance, the system simply will not allow you to complete the registration process, since the policy data is automatically checked in the PCA database.

If you plan to keep old license plates, make sure they are legible and comply with GOST. If the numbers are damaged, corroded or have a non-standard format, the inspector has the right to demand their replacement, which will entail additional costs and a change in the amount of the state duty. Assess the condition of the signs in advance to avoid surprises at the inspection site.

Registration and authorization on the State Services portal

To get started, you will need a verified account on the portal. This is a basic security requirement as you access government property services. If you have not previously used the service or your account level is "Standard", you must go through the identification procedure through a bank, MFC or online banking to gain full access.

Log in to your personal account using your username and password. Please note that authorization often requires entering a code from SMS or confirmation through the bank application if biometrics are configured. Make sure you have a current phone number associated with your profile, as notifications about the status of your application will be sent to it.

On the main page of the portal, in the search bar, enter the query “Vehicle registration”. The system will offer several options, among which you need to select the “Vehicle registration with the traffic police” service. Next, you will be asked to select the type of service: for individuals, legal entities or individual entrepreneurs. In our case, we choose the option for individuals.

💡

Use the State Services mobile application to log in - it often works faster and more stable than the browser version on a computer, especially when uploading scans of documents.

After selecting the type of applicant, the system will offer to clarify the essence of the request. You need the item “Registration of documents when purchasing, leasing or changing information about the owner.” Click the "Get service" button to proceed to filling out the electronic application form. From this point on, the 10-day timer starts ticking faster, so try not to delay the process.

Filling out the electronic application form

The first stage of filling out the form requires you to provide personal data. The system will automatically pull up information from your profile: full name, date of birth, passport details and registration address. Carefully check this data with the documents for the car, as any discrepancies will lead to refusal. If you do not live at your place of registration, indicate your actual residence address in the appropriate field.

Next comes a block of information about the car. Here you need to enter data from the PTS and STS (if the numbers are saved). Pay special attention to the "VIN code" field - this is a unique identifier that is checked against all databases for theft and pledges. An error in one letter or number will invalidate the application.

  • 🔢 VIN code (17 characters).
  • 🏭 Make and model of the vehicle.
  • 📅 Year of manufacture and category of the vehicle.
  • 🎨 Body color and engine type.

In the “Document Data” section you need to enter the PTS and STS numbers. If you change the owner, then in the “Actions” column select the “Change owner data” option. The system will also ask if new license plates are required. If the old plates are in good condition and you want to keep them, select “Required” (this means the plates issued during registration, but you indicate that the plates are needed, and then on the spot you will say that you want the old ones, or the system itself will offer the option “Enter vehicle plates”, if such an option is available in your region).

⚠️ Attention: When filling out the PTS data, carefully check whether you have a paper document or an electronic one (EPTS). For EPTS, the number is entered in a special format, and the document itself does not need to be physically provided, since it is available to the inspector in the database.

After entering all the data, the system will prompt you to select a traffic police department for the visit. The map will show available branches in your city or region. Choose the one that is closer or where, in your experience, there are fewer queues. It is not necessary to register the car at your place of registration - this can be done at any branch of the country.

Selecting a department and visiting time

Choosing a unit is a critical step as it will determine the logistics of your visit. The map displays all available MREOs, their operating modes and current load. Some branches may be closed for a sanitary day or a technical break, which will also be indicated on the calendar.

After selecting a specific address, a calendar will open with available dates and time slots. Green cells indicate free time, gray cells indicate busy time. It is recommended to choose the morning hours, immediately after opening, since at this time there are the fewest queues for examination, even if you have an appointment. The evening hours are often congested due to those who missed out during the day.

What to do if there are no available places on the desired date?

If all the slots in your city are occupied, try choosing a nearby town or region. By law, you can register a car in any department of the Russian State Traffic Safety Inspectorate, regardless of your place of registration. Also, new slots often appear early in the morning or at the end of the working day, when other users cancel their entries.

After confirming the date and time, the system will generate a final statement. All you have to do is click the "Submit" button. The status of the application in your personal account will change to “Registered”, and after some time (usually from 5 minutes to several hours) you will receive a notification that the application has been accepted for consideration and you can proceed to paying the fee.

Paying the state fee and receiving a receipt

After accepting the application, you will be able to pay the state fee in your personal account. This can be done directly on the portal using a bank card, e-wallet or mobile phone account. When paying through State Services, there is a 30% discount, which allows you to significantly save your budget.

The amount of the fee depends on what actions you perform. If you get new numbers, the amount will be the same, if you keep the old ones, the amount will be different. There is also a separate charge for making changes to the PTS and issuing a new STS.

Action Total cost (RUB) With 30% discount (RUB)
Issuance of new license plates 2000 1400
Issuance of a new STS 500 350
Making changes to the PTS 350 245
Issuance of a new PTS (if there is no space) 800 560

It is important to keep an electronic receipt of payment. Although payment data is sent to the GIS GMP (State Information System on State and Municipal Payments) automatically, a paper or electronic copy of the check may be needed in the event of a system failure at the traffic police department. Print the receipt or save a screenshot of it on your phone.

☑️ Preparedness for a visit to the traffic police

Visit to the traffic police: inspection and receipt of documents

On the appointed day and time, you must arrive at the selected traffic police department in the car that you are registering. Drive to the area marked with a “For Vehicle Inspection” or “Registration” sign. The inspector will check the VIN code on the body, the engine number and compare them with the data in the title and your application.

If everything is in order with the car, the inspector will put a mark on the application (electronic or paper). After this, you can proceed to the MREO building. Even if you have an electronic record, you may have to take a coupon at the terminal or go to the “Pre-registration” window for the operator to confirm the inspection.

The employee will check the package of documents, take away the old certificates (if new ones are issued) and after 10-20 minutes will give you a new set: STS in your name, PTS with a note about the new owner and, if necessary, new license plates. Carefully check all the data in the issued documents right at the window, without leaving the cash register.

⚠️ Attention: Do not try to hide traces of corrosion or repairs where the VIN code was applied. If the inspector suspects that the number has been changed or interrupted, he will order a forensic examination, which will delay the registration process for up to 30 days.

💡

Successful registration is completed only when you receive a new STS and PTS with your name. Until this point, the car is not formally considered registered to you.

Frequently asked questions (FAQ)

Is it possible to register a car if restrictions are imposed on it?

No, it is impossible to register a car with restrictions (for example, a ban on registration actions from bailiffs). You must first remove restrictions by paying off debts or solving a legal problem. You can check the status of restrictions on the FSSP website or through special car inspection services.

Do I need to go to the traffic police if I bought a car with an EPTS?

Yes, a personal visit is required. The presence of an electronic PTS simplifies the process, since there is no need to carry a paper document, but an inspection of the car by an inspector and receipt of a paper STS (Registration Certificate) require the physical presence of the owner.

What happens if you don’t have time to register your car within 10 days?

You face a fine under Part 1 of Art. 19.22 of the Code of Administrative Offenses of the Russian Federation in the amount of 1,500 to 2,000 rubles for individuals. In addition, if you are stopped again by traffic police officers, you may also be fined for driving an unregistered vehicle (Article 12.1 of the Code of Administrative Offenses of the Russian Federation), and the car may also be sent to the impound lot.

Is it possible to drive a purchased car without license plates?

Driving a car without license plates is possible only within 10 days after the conclusion of the purchase and sale agreement and only if the contract itself and the PTS (or a copy of the PTS) are available in the showroom. However, if the car does not have license plates at all (they are lost or were not issued), transit plates are not issued, and operation without license plates is prohibited, except on the way to the place of registration on the day of purchase.
