Russian license plates are not just metal plates on a car, but a whole layer of information about the vehicle. From format and color to hidden region codes, every element carries meaning. In 2026, the system remains the same, but with important nuances that not all car owners are aware of.
Have you ever wondered why some numbers have letters? "A" look different than others? Or how can you determine from a combination of numbers which part of Russia the car came from? And most importantly, how not to run into a fake when buying a used car? In this article we will look at all the details: from standard white numbers to exclusive ones "transits" and "diplomatic" signs.
We will pay special attention to the changes of recent years: new series for motorcycles, experimental formats for electric cars and rules that came into force in 2023. If you are planning to buy a car, register it, or just want to understand the “automotive ABCs” - read on.
Standard format for Russian license plates: what do the letters and numbers mean?
The classic Russian license plate is a rectangular metal plate measuring 520×112 mm with black symbols on a white background. The format looks like this: A 123 BV 77 RUS. Let's look at each element:
- 🔤 First letter (A) - series of signs. Only 12 Cyrillic letters are used, which are similar in appearance to Latin ones: A, B, E, K, M, N, O, R, S, T, U, X. This is made for ease of reading abroad.
- 🔢 Three digits (123) — a unique number within the series. May be repeated in different series (for example,
A 123 BBandK 123 BB). - 🔤🔤 Two letters (BV) - continuation of the series. The combination of letters and numbers must be unique for each region.
- 🏳️ Numbers in an oval (77) — Russian region code.
77,97,99,177,197,199and777- this is Moscow. - 🇷🇺 RUS — international code of Russia. May not be available on new numbers (from 2020).
Important: since 2013, the font has been used on the numbers FE-Schrift, developed in Germany. Its peculiarity is that all characters have the same width, and letters "A", "M" and "N" visually different from old samples. This is done to make counterfeiting more difficult.
If the number has a letter "A" has a “leg” (as in dictionaries), and not a straight line - this is an old-style sign (until 2013). These numbers are still valid, but when replaced, new ones are issued.
License plate colors: what do they mean?
The color of the background and symbols on Russian license plates carries specific information about the status of the vehicle. Here's the full transcript:
| Background color | Character color | Vehicle type | Notes |
|---|---|---|---|
| White | Black | Cars, trucks, buses | Standard option for most vehicles |
| Yellow | Black | Special equipment (tractors, combines, snowmobiles) | Issued by GosTechNadzor, not by the State Traffic Safety Inspectorate |
| Black | White | Diplomatic and consular vehicles | Instead of a region code - letters «D», «C» or «T» |
| Red | White | Transit numbers (temporary) | Valid for up to 20 days, issued upon transportation or sale |
| Blue | White | Numbers for trailers | Mandatory from 2023 for all trailers weighing >750 kg |
Critical difference for 2026: transit numbers (red) now indicate the expiration date in the format MM.YYYY - for example, 06.2026. Previously, the date had to be specified in documents.
Special case - green numbers with white symbols. They were issued for cars temporarily imported into Russia (for example, by foreigners). From 2022, such numbers are no longer issued, but the old ones remain valid until their expiration.
Region codes: how to decipher 77, 99, 199 and others
The numbers in the oval on the right are the code of the subject of the Russian Federation where the vehicle is registered. The code system was launched in 1993, and since then the list has been constantly expanding. Currently valid more than 200 codes, including reserve and experimental.
The most common codes:
- 🏙️
77, 97, 99, 177, 197, 199, 777— Moscow and Moscow region.777— premium series for VIP clients. - 🏗️
78, 98, 178— St. Petersburg and Leningrad region. - 🌍
116— Republic of Crimea (until 2014, the Ukrainian format was used). - ⛏️
89— Yamalo-Nenets Autonomous Okrug (the most “northern” code). - 🚗
113— Republic of Dagestan (one of the “youngest” codes, introduced in 2013).
Interesting fact: codes 01–89 were distributed among the regions back in 1993, and when they ran out, they began to issue 1xx (for example, 116 for Crimea). Now they are even used 7xx (for example, 750 for the Chechen Republic).
Complete list of Russian region codes
You can download the current list of Russian regional codes (PDF, 2026) on the official website of the State Traffic Safety Inspectorate in the “Registration plates” section. Please note that some codes (eg 92 - Sevastopol) were introduced later than the main list.
Important: region code does not always coincide with the owner’s place of residence. For example, a Muscovite can register a car in the Moscow region (code 50), if his relative is registered there or there is temporary registration.
New numbers 2023–2026: what has changed
On January 1, 2023, new rules for issuing license plates came into force in Russia. Main changes:
- Cancellation of mandatory duplication of numbers on trailers. Now one sign at the rear is sufficient (previously two were required - front and rear for trailers weighing >750 kg).
- New series for motorcycles. Instead of the old format
AA 12345now in use1234 AA 77(similar to car license plates, but with 4 digits). - Experimental numbers for electric cars. In Moscow and St. Petersburg, signs with a green stripe on the left are being tested (similar to European «green plates»). While they are not mandatory, they may provide benefits (for example, free parking).
- Simplified number replacement. Now, when changing ownership, you can keep the old numbers, if they are not damaged and are not listed in the database as lost.
Important for buyers of used cars: from 2026, when checking a car through the traffic police service (for example, traffic police.rf/check/auto) displays the history of all license plates that were on the vehicle. This helps to identify “interrupted” numbers.
Another innovation - digital numbers. In some regions (so far only in test mode), instead of metal plates, they issue QR codes that are attached to the windshield. They can be checked through the traffic police mobile application. However, classic numbers are not going anywhere yet.
How to spot fake license plates: 5 key signs
Fake license plates are one of the most common problems when buying used cars. Fraudsters change license plates on stolen cars, stolen spare parts or vehicles with restrictions. Here's how to spot a fake:
☑️ Signs of a fake number
Pay special attention to the following details:
- 🔍 Metal quality. The original numbers are made of thick aluminum
1 mm. Fakes are often made of tin or plastic - they are thinner and bend when pressed. - 🎨 Paint color and texture. On real numbers, the paint is matte, and the symbols have a slight relief. Counterfeits are often glossy or have blurred edges.
- 📏 Dimensions and location. The distance between characters on the original is strictly regulated. If the letters or numbers have moved out, it is a fake.
- 💡 Reflective layer. Since 2018, original plates have been coated with a special coating that glows in ultraviolet light. Counterfeits do not have this effect.
- 🔢 Series and region. Check if such a combination exists in principle. For example, Moscow license plates cannot have the letter "Z" (it is not on the allowed list).
⚠️ Attention: If the seller refuses to provide a verification number through traffic police.rf/check/auto or service "Autocode", this is a reason to refuse the deal. Even if the rooms look perfect, they may be stolen or have restrictions.
Another way to check is to shine a flashlight on the number at an acute angle. On the original signs, the symbols have a micro-relief that creates a light shadow. Fakes are usually flat.
Numbers for different types of vehicles
The format of license plates depends not only on the region, but also on the type of vehicle. Let's look at the main options:
Passenger cars
Standard Format: A 123 BV 77. Dimensions: 520×112 mm. Installed front and rear. Foreign cars often use European fasteners (with bolts), while domestic cars use Russian rivets.
Motorcycles and mopeds
Until 2023: AA 12345 (two characters and five numbers). From 2023: 1234 AA 77 (similar to automobile ones, but with 4 digits). Dimensions: 245×180 mm or 200×140 mm (for mopeds). They are only attached to the back.
Trucks and buses
The format is the same as for passenger cars: A 123 BV 77. But the sizes are larger: 520×112 mm (for buses) or 340×200 mm (for trucks with trailers). On trailers weighing >750 kg from 2023 they will install blue numbers with white symbols.
Special equipment (tractors, combines)
Yellow background with black symbols. Format: 1234 AB or AB 1234. Dimensions: 250×200 mm or 160×120 mm (for small-sized equipment). Issued by GosTechNadzor, not by the State Traffic Safety Inspectorate.
Diplomatic and consular vehicles
Black background with white symbols. Letters are used instead of the region code:
- 🇩 «D» — diplomatic missions;
- 🇨 «C» — consular offices;
- 🇹 «T» - technical staff of embassies.
Format: 123 AB D 001, where 001 — country code (for example, 001 — USA, 040 - Germany).
⚠️ Attention: If you see a car with diplomatic plates on the secondary market, it's almost guaranteed to be a scam. Diploma numbers are not sold or transferred - they are returned to the Ministry of Foreign Affairs upon completion of the mission.
What to do if the number is damaged or lost
If the license plate has become unusable (bent, paint has peeled off, the symbols are unreadable), it must be replaced. The procedure depends on the situation:
Replacement at the initiative of the owner
If the number is simply worn out, but the data in the traffic police is current, it is enough:
- Make an appointment at the traffic police department via
gosuslugi.ru. - Pay the state fee (
2,000 rub.for one sign1,400 rub.when paying through State Services with a 30% discount). - Provide a passport, STS and PTS (or electronic versions).
- Receive new numbers within 1–3 days.
Lost or stolen numbers
If the numbers were stolen or you lost them, the algorithm is different:
- Immediately contact the police and write a statement about the loss (if it’s theft, then about theft).
- Submit an application to the traffic police for the issuance of duplicates. You will need the same package of documents + a copy of the statement from the police.
- Pay the state fee (
2,800 rub.for a couple of characters). - Get new numbers with a new series (the old series will not be restored!).
Important: if the numbers are stolen, they are immediately entered into the search database. If you find them later, you won’t be able to use them—you’ll have to turn them in to the traffic police.
If you lose your numbers, be sure to block them through State Services or the State Traffic Safety Inspectorate. This will protect you from fines that scammers can impose on your old numbers.
Replacement upon change of owner
From 2026 when selling a car not necessary change numbers if:
- 📋 The rooms are in good condition;
- 🔍 They are not listed in the database as lost or counterfeit;
- 🚗 The buyer does not insist on new numbers.
If at least one condition is not met, new signs will have to be issued.
FAQ: Frequently asked questions about Russian license plates
Is it possible to drive with old license plates (before 2013)?
Yes, you can. Numbers issued before 2013 remain valid until the end of their service life (until replacement is required). However, the next time you replace you will be given a new type of signs with a font FE-Schrift.
What does the letter “X” mean at the end of the number (for example, A 123 BH 77)?
Nothing special. Letter "X" - one of 12 allowed for Russian numbers. It does not contain additional information about the region or status of the vehicle. Sometimes owners specifically choose rooms with "X" or "Oh", considering them “beautiful”.
Is it possible to order a “beautiful” number with a certain combination?
Yes, but it's paid. In the traffic police you can choose a free combination from the available ones (for example, A 777 AA 77). The cost depends on the region: in Moscow and St. Petersburg - from 10,000 to 50,000 rub., in other regions it is cheaper. You can also buy a “nice” number on the secondary market (but this is risky - check the history!).
What happens if you travel with transit license plates for longer than 20 days?
According to the Code of Administrative Offenses of the Russian Federation (Article 12.2), driving a vehicle with expired transit numbers entails a fine 5,000 rub. or deprivation of rights for 1–3 months. In addition, the car may be towed to an impound lot.
How to check the authenticity of a number online?
Officially - through the traffic police service traffic police.rf/check/auto. Enter the number and the system will show whether the vehicle is registered, whether there are any restrictions and whether the sign is listed as lost. Alternative services (for example, "Autocode") will also work, but the data there may not be up to date.
