Electronic PTS - what is it and why is it needed?

On November 1, 2020, Russia officially introduced electronic vehicle passport (EPTS) - a digital alternative to a traditional paper document. Now, when purchasing a new or used car, the owner may not be given a physical form, but only a statement with a unique number. This raised a lot of questions: where is the original stored?, how to confirm ownership? and most importantly - how to download an electronic PTS yourself.

An electronic PTS has the same legal force as a paper one, but with one key difference: it cannot be lost or damaged. All data is stored in the database EAISTO (Unified Automated Technical Inspection Information System) and are linked to the vehicle’s VIN code. However, for sale, insurance or customs clearance it is often necessary to present current extract from the register - this is what is called “downloaded ePTS”. Where can I download an electronic PTS: official sources

For 2026 there is three reliable ways receive an electronic extract from the PTS, each of which has its own nuances. Important: downloading is possible only for car owner or a person who has a notarized power of attorney.

  • 📱 State Services Portal - the fastest and free method. Suitable for individuals and legal entities, but requires a verified account.
  • 🏛️ MFC or traffic police — face-to-face handling of passport and STS. The statement is issued in paper or electronic form (by email) on the day of application.
  • 🚗 Official dealer — if the car was purchased from a dealer less than 3 years ago, he is obliged to provide an extract upon request (sometimes for a fee).

Some car owners try to find an EPTS through third-party services (for example, Autocode or CarVertical), but these platforms only provide ownership history, not the document itself. For legally binding statements, use only official channels.

Step-by-step instructions: how to download ePTS through State Services

This is the most popular method as it does not require visiting offices. The whole process takes no more than 10 minutes, if you already have a verified account on gosuslugi.ru.

  1. Log in on the portal under your account (confirmation level is not lower than “Standard”).
  2. Enter the phrase in the search bar Obtaining information from the vehicle register and select the appropriate service.
  3. Click the button Get a service and fill in the details:
    • 📄 Vehicle type (car, truck, etc.)
    • 🔢 VIN code or body/chassis number (indicated in STS or insurance)
    • 📝 License number (if assigned)
  • Confirm the request with an electronic signature (if linked) or enter the code from SMS.
  • Done! The extract will be generated in the format PDF with an electronic signature of the traffic police. It can be downloaded or sent by email.

    If the system gives an error "Data not found", this could mean:

    Downloading ePTS through MFC or traffic police: when necessary

    In-person contact will be required in three cases:

    1. You have there is no confirmed account on State Services (or it is blocked).
    2. Car purchased before 2020 and has not yet been transferred to the electronic register.
    3. In the extract from State Services critical data missing (for example, information about the mortgagor).

    The procedure at the MFC or traffic police department is the same:

    1. Make an appointment through State Services (service "Obtaining information from the vehicle register") or take a coupon at the terminal.
    2. Present:

    What to do if ePTS does not download: common problems

    Even with a correct request, car owners encounter errors. Let's look at typical situations and their solutions:

    1. The system does not find the car by VIN code

    Reasons:

    • 🔧 Car not transferred to the electronic register (valid for cars until 2020). Solution: contact the traffic police for data migration.
    • 📌 The VIN code was entered with an error (for example, instead of X indicated X Cyrillic). Check the symbols on STS.
    • 🚔 Car wanted or under arrest. Check the status through the service traffic police checks.

    2. An extract is generated, but without critical data

    Sometimes the ePTS lacks information about:

    • 💰 Pledger (if the car is on credit). Solution: request an extract from the collateral register for reestr-zalogov.ru.
    • 🔄 Ownership history. Solution: order a report from Autocode or CarVertical (not a legal document!).
    • 🔧 Technical specifications (for example, engine power). Solution: contact the traffic police to update the data.

    3. Error "No rights to request"

    This means that:

    • 👤 You are not the owner of the car (check the details in the STS).
    • 📄You have account not verified at State Services (a visit to the service center is required).
    • 🔒 Car registered as a legal entity — only a company representative can request an extract.
    What to do if the ePTS is issued with errors?

    If the extract contains incorrect information (for example, incorrect body color or year of manufacture), you must submit an application to the traffic police to make changes. To do this you will need:

    1. Owner's passport.

    2. Documents confirming correct information (for example, a contract for importing a car).

    3. Receipt for payment of the state fee (RUB 2,000 for making changes).

    The procedure takes up to 30 days, as it requires verification of the authenticity of documents.

    Is it possible to download an ePTS for someone else's car?

    No, it's impossible legally. An electronic extract from the vehicle register contains confidential data (including the owner’s passport information) and is issued only upon confirmation of ownership or notarized power of attorney. Attempts to circumvent this rule may be regarded as illegal obtaining of information (Article 13.14 of the Code of Administrative Offenses of the Russian Federation).

    Yes, starting from 2020, having a paper PTS is not required. The main thing is to have it with you STS (certificate of registration) and OSAGO policy. However, when selling a car or traveling abroad, a current extract from the ePTS may be required.

    ❓ How long is the downloaded ePTS extract valid for?

    The validity period of the statement is not limited, but It is recommended to update it before transactions (sale, insurance, customs clearance), since the data in the register may change (for example, during seizure or change of owner).

    ❓ Is it possible to restore an ePTS if it has been “deleted”?

    The electronic PTS is not “deleted” - it is stored in the traffic police database indefinitely. If you have lost the downloaded statement, you can request it again through State Services or the MFC. Exception: if the car disposed of or exported outside the Russian Federation for permanent residence.
