Electronic PTS - what is it and why is it needed?
On November 1, 2020, Russia officially introduced electronic vehicle passport (EPTS) - a digital alternative to a traditional paper document. Now, when purchasing a new or used car, the owner may not be given a physical form, but only a statement with a unique number. This raised a lot of questions: where is the original stored?, how to confirm ownership? and most importantly - how to download an electronic PTS yourself.
An electronic PTS has the same legal force as a paper one, but with one key difference: it cannot be lost or damaged. All data is stored in the database EAISTO (Unified Automated Technical Inspection Information System) and are linked to the vehicleβs VIN code. Where can I download an electronic PTS: official sources
For 2026 there is three reliable ways receive an electronic extract from the PTS, each of which has its own nuances. Important: downloading is possible only for car owner or a person who has a notarized power of attorney.

This is the most popular method as it does not require visiting offices. The whole process takes no more than 10 minutes, if you already have a verified account on gosuslugi.ru.

What to do if ePTS does not download: common problems
Even with a correct request, car owners encounter errors. Let's look at typical situations and their solutions:
1. The system does not find the car by VIN code
Reasons:
- π§ Car not transferred to the electronic register (valid for cars until 2020). Solution: contact the traffic police for data migration.
- π The VIN code was entered with an error (for example, instead of

2. An extract is generated, but without critical data
Sometimes the ePTS lacks information about:

3. Error "No rights to request"
This means that:
- π€ You are not the owner of the car (check the details in the STS).
- πYou have account not verified at State Services (a visit to the service center is required).
- π Car registered as a legal entity β only a company representative can request an extract.
What to do if the ePTS is issued with errors?
If the extract contains incorrect information (for example, incorrect body color or year of manufacture), you must submit an application to the traffic police to make changes. To do this you will need:
1. Owner's passport.
2. Documents confirming correct information (for example, a contract for importing a car).
3. Receipt for payment of the state fee (RUB 2,000 for making changes).
The procedure takes up to 30 days, as it requires verification of the authenticity of documents.
Is it possible to download an ePTS for someone else's car?
No, it's impossible legally. An electronic extract from the vehicle register contains confidential data (including the ownerβs passport information) and is issued only upon confirmation of ownership or notarized power of attorney. Attempts to circumvent this rule may be regarded as illegal obtaining of information (Article 13.14 of the Code of Administrative Offenses of the Russian Federation).
Exceptions:
