Why payment through State Services is more profitable - and how not to lose the 30% discount

Registration of a car with the State Traffic Safety Inspectorate is impossible without paying a state fee - this is stipulated in Article 333.33 of the Tax Code of the Russian Federation. However, since 2019, car owners have the opportunity to save 30% on state duty, if you pay through the portal Public services. This benefit continues in 2026, but many drivers still lose the discount due to registration errors.

In this article we will analyze step-by-step payment algorithm — from choosing a service to receiving a receipt, and we’ll also tell you what documents must be attached in advance for the system to automatically apply the discount. Important: from January 1, 2026, the details for paying some fees have changed - they are now tied to the regional branches of the traffic police. If you provide old details, the payment may not reach the recipient. We have updated the instructions to take these changes into account.

What state fees do you need to pay when registering a car?

The amount of the state fee depends on the type of registration actions. In 2026, the following tariffs are relevant (with a 30% discount when paying through State Services):

⚠️ Attention: if you buy a car second-hand and transfer it to yourself, you will have to pay all three duties (numbers, registration, STS). When purchasing a new car at a dealership, the dealer often takes on the payment of duties - check this in advance.

30% discount applies only for non-cash payment through State Services (by bank card, from a mobile account or electronic money). If you pay the fee at a bank or through a terminal at the traffic police, there will be no discount. Also, the benefit does not apply to:

• 🔹 Re-issuance of STS in case of loss (fee - 850 ₽ without discount).
• 🔹 Production of a duplicate PTS (1,300 ₽ without discount).
• 🔹 Recycling fee (not a state duty).

Step-by-step instructions: how to pay state duty through State Services

To avoid losing your discount and avoid mistakes, follow this algorithm. The whole process will take no more than 15 minutes.

Step 1. Log in to the portal

Go to the site Public services and log into your personal account. Make sure your account confirmed (there is a checkmark next to your full name). If the account is not verified, the discount will not apply!

📌 How to verify your account: through Sberbank Online, Tinkoff, Russian Post or at the service center (a list of addresses is on the website).

Step 2: Find a service

Enter the phrase in the search bar Vehicle registration and select a service Vehicle and trailer registration. Click Get a service.

🔍 Important: do not choose the service Changing registration details — it is for other cases (for example, changing the owner’s surname).

Step 3. Fill in vehicle information

The system will ask you to enter:

• 🔢 VIN number (17 characters, indicated in the PTS and on the car body).
• 🔢 Body/chassis number (if any).
• 📄 PTS series and number (if you buy a used car).
• 📅 Release date (month and year).

After filling, click Next. The system will automatically pull up data on the make, model and year of manufacture.

Step 4. Select the traffic police department and the date of the visit

At this stage:

1. Specify region of registration (where you will register the car).
2. Select convenient traffic police department from the list.
3. Make an appointment (required! Without an appointment, the discount does not apply).

⚠️ Attention: if you choose a branch in a different region than where the car is registered, the system may block payment. For example, if the car is registered in Moscow, and you are trying to pay the fee for registration in St. Petersburg.

Step 5. Pay the fee

After selecting the date of your visit, the system will redirect you to the payment page. Here:

• 💳 Select payment method (bank card, SberPay, Tinkoff, Yandex Money or mobile account).
• 🔒 Make sure that the amount matches the calculation (with a 30% discount).
• 📄 Save or print the receipt - the traffic police will need it.

💡 Advice: if the payment does not go through, check:

• 🔹 Are there enough funds on the card (sometimes banks block payments for large amounts).
• 🔹 Has the card expired?
• 🔹 Is the option not enabled 3D-Secure (if yes, confirm the payment with an SMS code).

Step 6: Check your payment status

After payment, the status of the receipt is not updated immediately. To make sure the payment went through:

1. Go to section My payments in your personal account.
2. Find the duty payment and check the status (Completed or In processing).
3. If the status Not fulfilled, repeat the payment or contact State Services support.

📌 Enrollment deadline: usually 1-3 hours, but in rare cases can take up to 24 hours. If the status has not changed after a day, write to the support chat (button Write to support bottom of the page).

Common payment mistakes and how to avoid them

Even when following the instructions, car owners encounter problems. Here top 5 mistakes, due to which the discount is lost or the payment is “stuck”:

1. Payment without making an appointment.
   

   The 30% discount is only valid if you signed up for a visit to the traffic police through State Services. If you pay the fee without registering, the system considers it an “independent payment” and the discount will expire.

2. Invalid VIN number.
   

   An error in even one character will result in the system being unable to identify the vehicle. Check VIN by Vinformer service.

3. Payment from someone else's card.
   

   Some banks block payments to State Services if the card does not belong to the account owner. Use your card or check your bank settings.

4. Trying to pay in advance.
   

   The receipt is valid for 30 days, but registration with the traffic police can only be made for the next 2–3 weeks. If you pay a month before the visit, the receipt may no longer be relevant.

5. Region mismatch.
   

   If a car is registered in one region, and you try to register it in another, the system may block payment. In this case, contact the traffic police for clarification.

What should I do if I paid the fee, but I don’t have time to get to the traffic police?

If you paid the fee, but did not have time to visit the traffic police within 30 days, the receipt becomes invalid. In this case:

1. Sign up for a new visit to the traffic police through State Services.

2. When paying the fee, the system will prompt you to “use the previous payment.” Click Pay again — the 30% discount will remain.

3. If there is no button, contact State Services support and attach a screenshot of the receipt.

How long is a receipt valid and is it possible to get a refund?

Receipt for payment of state duty through State Services is valid 30 calendar days from the moment of payment. If you did not have time to visit the traffic police during this period, there are two options:

1. Pay the fee again (30% discount will remain if you make an appointment through State Services).
2. Ask for a refund - but this is only possible in exceptional cases (for example, if you made a mistake with the amount or canceled the car registration).

🔄 How to return money for state duty:

1. Write a free-form application addressed to the head of the traffic police department where you planned to register the car.
2. Attach a copy of your receipt and passport.
3. Send the documents by registered mail or hand them over in person to the traffic police office.

⚠️ Attention: Money is returned only to the account from which the payment was made. The application review period is up to 30 days. If the fee was paid at a discount, the full amount will be returned (for example, for 1,400 rubles instead of 2,000 rubles).

Paying the fee is only half the battle. To successfully register your car, prepare full package of documents:

• 📄 PTS (vehicle passport) with a sales mark (if the car is used).
• 📄 Sales and purchase agreement (3 copies if you buy from an individual).

Is it possible to pay the state fee for another person through my State Services account?

No, the 30% discount is only valid when paying for yourself. If you pay a fee from your account for another person, the system may block the payment or not apply the discount. In this case it is better:

1. Ask the car owner to create his own account on State Services and confirm it.
2. Pay the fee without a discount through the bank (details can be obtained on the traffic police website).

What should I do if I receive an “Insufficient Funds” error when making a payment, even though there is money on the card?

This error occurs for several reasons:

• 🔹 The bank blocks payments for public services (call bank support and ask to unblock).
• 🔹 There is a limit on online payments on the card (check in your mobile bank).
• 🔹 The State Services system is temporarily unavailable (try to pay later).

Solution: try paying with a different card or after 10–15 minutes.

Is it possible to pay the state duty in installments (for example, today for numbers, tomorrow for STS)?

Technically yes, but it's not profitable. 30% discount applies to the entire amount of duty, if you pay it one time when making an appointment. If you pay in parts, the discount will be calculated separately for each duty, and in the end you will overpay.

Example: when paying for the “numbers + registration + STS” package, you will pay 2,345 ₽ (with a discount) at a time. If you pay separately:

• 🔹 Numbers: 1,400 ₽
• 🔹 Registration: 595 ₽
• 🔹 STS: 350 ₽
• 🔹 Total: 2,345 ₽ (same amount, but higher risk of error).

Do I need to print out the payment receipt or is the electronic form sufficient?

From 2022 It is not necessary to print a receipt. To the traffic police it is enough to show:

• 🔹 Electronic version on your phone (in your personal State Services account or in a letter by email).
• 🔹 SMS with confirmation of payment (if it came from State Services).

However, we recommend:

• 🔹 Save a screenshot of the receipt to your phone.
• 🔹 Make sure that the receipt contains UIN (unique accrual identifier) - without it, the payment may not be found in the database.

What happens if you pay the fee but don’t show up at the traffic police?

If you paid the fee but did not visit the traffic police within 30 days, the receipt becomes invalid. The money will not be burned - it remains in the budget, but:

• 🔹 You will not be able to use this receipt for registration.
• 🔹 You will have to pay the fee again (the 30% discount will remain if you make an appointment through State Services).
• 🔹 You can return money only upon application (see section above).

Exception: if you transfer the registration to the traffic police to a later date (within 30 days), the receipt will remain valid.
