What are special signals and why are they needed?

Special signals are visual and audio means used by police, ambulance, emergency services and other emergency services to attract attention on the road. Their main task is to provide priority travel in heavy traffic or emergency situations. Without these signals, emergency services simply would not be able to carry out their duties: delivering patients to hospitals, pursuing criminals or putting out fires.

In Russia, special signals are strictly regulated by law. Their illegal use by civilians is punishable by fines, deprivation of rights and even criminal liability. At the same time, many drivers still confuse the names of these devices, do not understand the difference between a “flashing light” and a “siren,” and also do not know how to correctly respond to traffic police signals. In this article we will look at all the nuances: from official terms to practical advice.

Official names of police special signals according to GOST

In Russian regulatory documents, special signals have clear definitions. The main regulatory document is GOST R 50574-2002 "Vehicles of emergency services. Colors of graphic schemes, identification colorography, signaling devices." According to him, there are two types of signals:

  • 🔴 Light special signals - devices with flashing blue (less often red) lights. Official name: "flash beacons".
  • 🔔 Sound special signals - sirens or beeps with variable pitch. Official name: "special sound signals".

In colloquial speech, drivers often use jargon:

  • 💡 “Flasher” is a flashing beacon.
  • 🚨 “Squealer” or “siren” is a sound signal.
  • 🔵 “Blue bucket” is a beacon on a magnet (often used by people to indicate illegal devices).

However, in official documents (traffic police protocols, lawsuits) only terms from GOST are used.

Types of special light signals: colors, shapes, installation rules

Special light signals are divided into categories according to color, intensity and method of attachment. Their appearance and characteristics are strictly regulated By Order of the Ministry of Internal Affairs No. 399 from 2013. Let's look at the main types:

Beacon type Color Form Where is it installed? Who uses
Standard flashing Blue Round or rectangular On the roof of a car Police, traffic police, FSB
Magnetic removable Blue or blue-red Flat box On the roof or hood Task forces, patrols
Hidden (built-in) Blue Spot LEDs In the radiator grille, mirrors PPS squad, covert operations
Red beacon Red Round On the roof Ministry of Emergency Situations, ambulance (in combination with blue)

Important: The red beacon, separately from the blue one, can only be used by emergency services and medical teams. The police use exclusively blue or combined blue-red devices. Violation of the color scheme is considered a gross violation and entails a fine of up to 5,000 rubles for officials.

💡

If you see a car with a red light, but without a blue one, it is NOT the police. Most likely it is an ambulance or fire department vehicle. Police cars are always equipped with blue or blue-red lights.

Sound special signals: types of sirens and their meaning

Police special audio signals are divided into three main categories based on tone and purpose. Their parameters are determined GOST R 50574-2002 and Technical regulations of the Customs Union. Here are the key differences:

  • 🚔 "Yelp" - an intermittent signal with increasing frequency. Used to attract attention in urban environments.
  • 🚨 "Wail" — a wave-like signal with a smooth change in tone. Used when driving at high speed (for example, during a chase).
  • 🔊 "Hi-Lo" - alternating high and low tones. Used in emergency situations (detention, road blocking).
  • 📢 "Air Horn" - a powerful single-tone beep. Found on armored vehicles and special equipment.

Interesting fact: in Russia the most common signal is "Vale", since it is best heard over long distances and is less irritating to the ear compared to "Yelp". In Europe and the USA, a combination is more often used "Yelp + Vale" for different situations.

Why are police sirens so loud?

Sound special signals must be audible at a distance of at least 200 meters at a noise level of 70 dB (city street standard). The power of a police car siren reaches 110–120 dB, which is comparable to the sound of a rock concert. This is necessary so that the signal breaks through the noise of moving traffic and attracts attention even in traffic jams.

Rules for using special signals: when the police have the right to turn them on

According to clause 3.1 of the Russian Federation Traffic Regulations, emergency service drivers can use special signals only in the following cases:

  1. When executing urgent work assignment (pursuit, document delivery, convoy escort).
  2. For danger warnings (for example, when the road is blocked due to an accident).
  3. When escorting vehicles (columns with dangerous goods, VIPs).

Important: turning on the special signal does NOT give the police an absolute advantage. According to paragraph 3.2 of the traffic rules, drivers of other cars are obliged give way, but only if this does not create a danger for other road users. For example, if a police car is speeding into oncoming traffic, you are not required to brake suddenly in the middle of the intersection.

💡

The police can ignore some traffic rules (for example, speeding or running a red light), but only when special signals are turned on. If the beacon or siren is turned off, the inspector must follow all the rules, just like an ordinary driver.

Blocks with useful information:

⚠️ Attention! If a police car is driving with special lights on, but without the inscription “DPS” or “Police” on the body, this may be a fraudulent scheme. Recently, cases have become more frequent when attackers install homemade beacons on civilian vehicles (for example, Toyota Camry or BMW 5-series) and stop drivers to “check documents.” In such a situation, you have the right don't stop and call 112 to check.

Fines for illegal use of special signals

Installing or using special signals without permission is considered an administrative offense and is punishable by Article 12.4 of the Code of Administrative Offenses of the Russian Federation. Amounts of fines in 2026:

  • 💰 Installing a beacon or siren without permission - fine 5,000 rubles (for individuals) or 20,000 rubles (for officials).
  • 🚓 Using special signals while driving - fine 5,000 rubles + device confiscation.
  • 🔧 Forgery of documents for special signals - fine up to 80,000 rubles or administrative arrest for up to 15 days.

In addition, if the driver used special signals to commit a crime (for example, to deceive a car to stop for robbery), he faces criminal liability under Article 327 of the Criminal Code of the Russian Federation (“Forgery of documents”) with a penalty of up to 2 years in prison.

⚠️ Attention! Even if you bought a beacon “for beauty” and did not turn it on, the very presence of the device in the car is equivalent to a violation. The traffic police inspector has the right to seize the beacon and issue a fine during the first inspection of the car.

Do not buy special signals in online stores (even “toy” ones)

Do not install blue LED strips on your car.

Do not use sounds that imitate a siren (such as musical horns)

When buying a used car, check if it has hidden beacons-->

How to behave on the road when special signals appear

If you hear a siren or see a flashing beacon, proceed according to the following algorithm:

  1. Keep calm — do not brake sharply and do not make dangerous maneuvers.
  2. Assess the situation — determine from which direction the car with special signals is approaching.
  3. Give way:
    • If you are on the main road, pull to the side of the road and slow down.
    • If you are on a secondary road, stop before the intersection.
    • If you are in a traffic jam, press closer to the car in front to free up the lane.
  • Don't block traffic — if it is impossible to give way (for example, in heavy traffic), continue driving at the same speed.
  • What to do if the police ask you to stop:

    • Turn on your hazard lights and pull over to the side of the road.
    • Stop the engine, lower the window and wait for the inspector to approach.
    • Don't get out of the car without command.
    • If you doubt the legitimacy of the stop, call 112 and find out whether you are actually being stopped by the police.
    💡

If you are stopped by an unmarked car (for example, a civilian car with a beacon), you have the right to ignore the request to stop and continue driving to the nearest traffic police post or crowded place. This is stated in Order of the Ministry of Internal Affairs No. 664 of 2017.

Frequently asked questions about police special signals

❓ Is it possible to buy special signals legally?

No. According to Federal Law No. 3-FZ, special signals can only be installed on emergency services vehicles. Even if you find a store that sells beacons “legally” (for example, for security companies), installation on a personal car will require a special permit from the Ministry of Internal Affairs, which is not issued to civilians.

❓ Why do the police have blue beacons, and the ambulance have red ones?

The colors of special signals are regulated GOST R 50574-2002. Blue color is assigned to the police, FSB and other law enforcement agencies. Red - for emergency response services (ambulance, firefighters, Ministry of Emergency Situations). Yellow or orange are used for municipal vehicles and tow trucks. This separation helps drivers quickly identify the type of service.

❓ What happens if you ignore the requirement to give way to a car with special signals?

By Article 12.17 of the Code of Administrative Offenses of the Russian Federation, failure to comply with the requirement to give way to a car with special signals on is punishable by a fine 500 rubles or a warning. However, if your actions interfered with the passage of the operational service (for example, you blocked an intersection), the fine increases to 1,000–1,500 rubles.

❓ Can the police drive through a red light without special signals?

No. According to clause 3.1 of the traffic rules, priority on the road is granted only when special signals are on. If a police car runs a red light without a beacon or siren, it is considered a violation and you can record it on your dash cam for further appeal.

❓ How to distinguish a real police beacon from a fake?

Real special signals have several characteristics:

    • Certificate of Conformity GOST R 50574-2002.
    • Manufacturer's marking (eg "FSUE 'Spetsavto'" or "JSC 'Avtospetsoborudovanie'").
    • A unique serial number entered in the register of the Ministry of Internal Affairs.
    • The luminous flux is strictly blue (without shades of purple or green).

Counterfeits often have a cheap plastic casing, uneven blinking and lack of documentation.
