If you can't find electronic PTS (EPTS) for your car, the problem is most often associated with one of three scenarios: the car was purchased after 2021 (when EPTS became mandatory), the document was issued through a bank for a car loan, or you lost access to your personal account on Public services. In 90% of cases, EPTS is stored in the database traffic police, but you can only get a copy of it through a limited list of services - attempts to download the file directly from the department’s website will not work. Below we will look at all the legal methods, including little-known life hacks to speed up the process.

Important: EPTS is not just a PDF file, but secure electronic recording with digital signature traffic police. It cannot be “downloaded from the Internet” using the VIN code, like a regular extract from the registry. All offers about “quickly receiving EPTS for 500 rubles” on third-party sites are scams. The only official sources: Public services, MFC, creditor bank or car dealer who registered the car. If the car was purchased secondhand, the previous owner is obliged to give you access to the EPTS through personal account of State Services - this is stated in Order of the Ministry of Internal Affairs No. 950 of 2020.

1. How to check if an EPTS exists for your car

Before searching for a document, make sure that it is in electronic form at all. To do this:

  • 🔍 Check it out PTS release date: if the car was purchased after July 1, 2021, EPTS is required (with the exception of rare cars over 30 years old).
  • 📄 Look at paper PTS (if any): in the “Special notes” column there should be a note “Electronic duplicate” or “EPTS No. [digits]”.
  • 🔗 Order extract from the EAISTO register on traffic police website (free). In the "Information about PTS" section the type of document will be indicated.

If there is an EPTS, but you cannot find it, proceed to the following methods. If there is no document, it needs to be drawn up - more on that in last section.

📊 Where do you usually store documents for your car?
On paper in a folder
Electronically on your phone/computer
In your personal account of State Services
I don't know where they are

2. Obtaining EPTS through State Services: step-by-step instructions

This is the fastest and free way if you have a verified account on Public services (level not lower than “Standard”). Algorithm:

  1. Login to gosuslugi.ru and go to the section Services → Transport and driving → Electronic vehicle passport.
  2. Select an option "Get information about EPTS" (not to be confused with "Order a duplicate").
  3. Enter VIN code car and number STS (certificate of registration).
  4. Confirm your request with an electronic signature (if required).

The system will issue a PDF file with EPTS, protected by a qualified signature traffic police. The file can be saved to your device or printed - it has the same legal force as a paper original. Important: if the car is on credit, the bank can block access to the EPTS until the loan is fully repaid.

The account has been confirmed (there are passport details and SNILS)

The car is registered in your name (or you are included in the insurance as the owner)

There are no unpaid fines from the traffic police (may block access)

The VIN code was entered without errors (check using STS)

3. Alternative official sources of EPTS

If with Public services problems (for example, no verified account), use these channels:

Source Receipt time Cost Documents
MFC 1–5 business days Free Passport, STS, power of attorney (if not the owner)
Creditor bank 1–3 days Free Loan agreement, passport
Car showroom (dealer) From several hours Free/paid* Sales contract, passport
Notary 1 day 1 000–2 500 ₽ Passport, STS, power of attorney (if necessary)

* Dealers may charge a service fee (usually RUB 500–1,500) if the car was purchased a long time ago. By law they are required to provide EPTS free of charge, but in practice they often refer to “administrative costs”.

⚠️ Attention: If you contact MFC or bank, check in advance whether they have integration with the system EAISTO (Unified automated information system for technical inspection). Not all branches are technically ready to issue EPTS.

4. What to do if EPTS is not in any source

If none of the above methods worked, the following reasons are possible:

  • 🚗 Car not registered with the traffic police (for example, purchased under a general power of attorney or imported from abroad without customs clearance).
  • 📝EPTS was not issued upon purchase (violation of the dealer or previous owner).
  • 🔒 Access to EPTS limited by bank (for a car loan).
  • 🛠️ In the database traffic police technical glitch (rarely, but it happens).

In the first three cases, you need to restore the document via traffic police. To do this:

  1. Make an appointment at traffic police department at the place of vehicle registration.
  2. Write an application for the issuance of a duplicate EPTS (sample can be downloaded here).
  3. Pay the state fee (500 ₽ per duplicate, details will be issued on the spot).
  4. Provide your passport, STS and purchase and sale agreement (or loan agreement).

The production time for a duplicate is up to 30 days. During this time, you will be issued a temporary certificate confirming the legality of the car.

💡

If the EPTS is not available due to a loan, ask the bank statement of no encumbrance. With this document traffic police can restore access to EPTS without the consent of the creditor (based on Article 33 of Federal Law No. 283-FZ).

5. How to transfer the EPTS to the new owner when selling the car

When selling a car with EPTS, you must not only sign a sales contract, but also transfer access to an electronic document. This is done through Public services:

  1. The buyer registers on Public services (if not registered yet).
  2. The seller in his personal account goes to the section My documents → Electronic PTS.
  3. Selects an option "Transfer access right" and enters the buyer’s email or phone number.
  4. The buyer confirms receipt of access through his account.

After this, the EPTS will automatically be linked to the personal account of the new owner. Important: If access is not transferred, the buyer will not be able to re-register the vehicle in traffic police. This is a common reason for refusals to register.

⚠️ Attention: If the car is sold under a general power of attorney (without re-registration), transfer of EPTS impossible. In this case, the new owner must first register the car in his name. traffic police, and then request a duplicate EPTS.

6. Fraudulent schemes with EPTS: how not to get caught

The used car market is teeming with scammers who exploit owners' ignorance about EVTS. Common schemes:

  • 💰 "I will buy your EPTS for 10,000 ₽" — after transferring access, the scammers re-register the car in their name or take out a loan secured by the car.
  • 📄 "We will issue a duplicate EPTS in 1 day" - they are actually selling a fake document that does not pass the check traffic police.
  • 🔄 "We will exchange a paper PTS for an EPTS" — after the exchange, the original PTS is canceled and the EPTS is not issued.

How to protect yourself:

  • 🔐 Never give access to EPTS to third parties (even “trusted” intermediaries).
  • 📌 Check EPTS via official traffic police service — the status of the document is displayed there.
  • 📱 Use two-factor authentication on Public servicesto prevent attackers from gaining access to your account.
Signs of a fake EPTS

A fake document often shows the absence of a digital signature (checked through the CryptoPro program) or a discrepancy between the data in the EPTS and the extract from the EAISTO register. Fraudsters can also pass off a regular PDF file as an EPTS without the secure label “Signed with a qualified signature of the Ministry of Internal Affairs of Russia.”

7. Registration of EPTS from scratch: if the document has never existed

If your car was manufactured before 2021 and has never had an EPTS, you can register it voluntarily. To do this:

  1. Apply to traffic police through Public services or in person at the branch.
  2. Pay the state fee (500 ₽ for issuing an EPTS instead of a paper PTS).
  3. Provide:
    • Passport;
    • STS;
    • Paper PTS (if available);
    • Purchase and sale agreement or other document confirming ownership.

Processing time is up to 10 working days. After this, the paper PTS will be canceled, and all data will be transferred to the electronic register. Advantages of switching to EPTS:

  • 🔒 Protection against forgery (electronic signature traffic police).
  • 📱 Easy storage (always at hand in your phone).
  • 🚗 Simplified sales procedure (no need to hand over a paper document).
💡

From January 1, 2026, paper PTS will be completely abolished for new cars. If your car is older than 2021, it is better to apply for an EPTS in advance to avoid problems during the sale or registration procedures.

FAQ: Frequently asked questions about EPTS

Is it possible to drive without an EPTS if it is in the traffic police database, but I cannot find it?

Yes, you can. You don’t need to carry the EPTS with you—it’s enough to have it with you STS (registration certificate) and driver's license. However, when selling or re-registering a car, access to the EPTS will be required.

What should I do if the previous owner did not give me the EPTS?

Contact traffic police with a sales contract and a passport. You will be given a duplicate EPTS in your name. If the previous owner refuses to transfer access voluntarily, you have the right to sue him for concealing information (Article 178 of the Civil Code of the Russian Federation).

Is it possible to restore the EPTS if the car is stolen?

No. If the car is wanted, traffic police blocks all transactions with EPTS until the theft status is removed. In this case, you first need to contact the police to search for the car.

How long does EPTS last?

The EPTS does not expire, but the data in it is updated with every change (sale, refurbishment, change of owner). For example, after selling a car, a record of the new owner is automatically entered into the EPTS.

Is it possible to print out the EPTS and use it like a paper PTS?

Yes, the printout has legal force, but only if it says qualified electronic signature of the traffic police (checked through the service e-Trust). Without a signature, the printout is considered invalid.
