Riding without vehicle passport (PTS) is one of the most controversial situations on the road, which often causes panic among drivers. Many people mistakenly believe that the absence of this document automatically leads to deprivation of rights or confiscation of the car. In practice, everything is more complicated: fines depend on the circumstances, and in some cases PTS is not required at all. The amount of the fine depends on what documents do you have and who drives the car. Let's consider all the options:

Electronic PTS: how to avoid a fine?

From November 1, 2020, it is valid in Russia electronic PTS (EPTS), which is equivalent to paper. Its main advantages:

  • 📱 Always available in the traffic police database;
  • 🔒 Protected from counterfeiting;
  • 🚗 No need to take it with you (the inspector checks by VIN code).

To avoid a fine when driving with an electric vehicle:

  1. Make sure your car is listed in the database traffic police (check by VIN);

If the original PTS is lost, follow the algorithm:

  1. Report the loss to the police (can be done online via website of the Ministry of Internal Affairs). This will protect against fraud on your car.
  2. Get a duplicate PTS at the traffic police department. For this you need:
    • 📋 Owner’s passport;
    • 📄 STS;
    • 💰 Receipt for payment of state duty (800 ₽ for a paper duplicate, 560 ₽ for an electronic one).
  • Temporarily use a copy of the police report - this will reduce the risk of a fine when stopped.

    • ⚠️ Attention: If the title is stolen, immediately block the car through the traffic police! Fraudsters may try to re-register the vehicle in their name using fake documents.

    The production time for a duplicate PTS is from 1 to 30 days (depending on the workload of the MREO). During this time you can travel with:

    What happens if you drive with a fake title?

    If the inspector reveals a fake, you will not face a fine, but criminal liability according to Art. 327 of the Criminal Code of the Russian Federation (“Forgery of documents”). Punishment:

    - Fine up to 80 000 ₽;

    - Correctional work until 2 years;

    - Imprisonment until 6 months.

    • 📌 There are no signs of theft or fraud.

    The average time for consideration of a complaint is 1–2 months. If the decision is in your favor, the fine will be canceled.

    Frequently asked questions about driving without a license

    Is it possible to drive without a PTS if you have an STS?

    Yes, you can. According to clause 2.1.1 of the traffic rules, the driver must have with him driver's license, STS and OSAGO policy. PTS is not on this list.
