Driving without a license plate: fines, risks and driver actions

The absence of state registration plates (GRP) on a car is a situation that is guaranteed to attract the attention of traffic police officers. For many drivers, this comes as an unpleasant surprise, especially if the license plates were lost or stolen suddenly. However, from a legal point of view, the absence of “plates” is equivalent to the lack of vehicle registration, which is a serious violation.

The driver must clearly understand the difference between documents forgotten at home and the absence of license plates on the body. If the first case is resolved by a quick database check, then in the second case the car has no legal right to be in the traffic. Traffic rules and the Code of Administrative Offenses (CAO RF) provide for strict sanctions for such driving. Ignoring the requirements for installing a gas protection device can cost not only money, but also your driver’s license.

Legislative framework and basic traffic rules requirements

The main document regulating this issue is Code of Administrative Offenses Russian Federation. It is Article 12.2 of the Code of Administrative Offenses of the Russian Federation that defines responsibility for driving a vehicle without state registration plates. It is important to note that the law does not differentiate between whether you removed the license plates yourself, lost them or had them stolen - it is an offense to drive a car without them on the road.

According to Basic provisions for the approval of vehicles for operation, registration plates must be installed in specially designated areas. They must be clean, readable and not covered by foreign objects. Any manipulations that make it difficult to identify the license plate are interpreted by the inspector as an attempt to hide the vehicle’s data. This may include using frames that cover part of the numbers, or applying a transparent film that distorts the image.

Owners of new cars often wonder about the legality of using transit numbers. Previously, transit signs were issued when moving a car or taking it abroad. Now the procedure has changed: dealers are required to register the car before selling it, giving the buyer an already registered car with permanent license plates. However, if transit signs are nevertheless issued (for example, for transportation to another region before registration), they must be installed correctly and be valid within the specified period.

In this case, they are most often limited to a warning or a minimal fine if it is proven that the pollution occurred during the movement and was not done intentionally.

Situation on the way: license plates stolen or lost

The most difficult situation arises when the numbers were stolen or lost during a trip. For example, you left your car at the store, and when you returned, you discovered that the license plates had been torn off. Continue driving this car prohibited by law. Driving to the nearest traffic police post or parking lot without license plates is a violation for which you can be stopped and punished.

In this case, the algorithm of actions should be as follows. The first step is to call the police to record the theft. The employee will draw up a report, and you will have a document in your hands confirming that the numbers were stolen and not taken by you deliberately. This document can serve as a mitigating circumstance when considering the case in court, if it comes to it.

The use of temporary solutions, such as handwritten numbers on a piece of paper taped together, is strongly discouraged. Inspectors regard this as a lack of license plates, since homemade plates are not a state registration plate. Moreover, this may be regarded as an attempt to deceive a government official, which will raise additional questions.

Technical requirements for installing license plates

It’s not enough to just screw the number to the bumper. There are strict GOST standardsregulating the installation of gas protection devices. Violation of these requirements may also result in fines, although less severe than for no signs at all. The main standard is GOST R 50577-2018 (and newer changes), which determines the dimensions, font and mounting locations.

The license plate must be installed perpendicular to the longitudinal plane of the vehicle. The permissible tilt angle should not exceed 10 degrees. If the number is turned upside down or placed at an angle, it is considered a violation. It is also prohibited to install signs in places not provided for by the design of the car, for example, on the windshield or on the radiator grill, if there is no regular place there.

The fastening must be reliable. If the number dangles, rattles or may fall off while moving, this is a violation of safety requirements. Use standard holes and bolts. In some cases, frames are acceptable, but they should not cover the border of the license plate, which often contains a region code or flag. Obscuring even 5-10 mm of the edging of a license plate with a decorative frame is grounds for a fine under Part 1 of Art. 12.2 Code of Administrative Offenses of the Russian Federation.

⚠️ Attention: Using frames with a folding mechanism (“reversals”) to hide a license plate number is a criminal offense and is regarded as deliberate concealment of registration data.

The procedure for restoring and obtaining duplicates

If your numbers have become unusable, stolen or lost, you must obtain duplicates. Since 2019, Russia has allowed the production of duplicate license plates in specialized organizations accredited by Rosstandart. You no longer have to go to the traffic police to get new hardware if the numbers themselves are listed as yours in the database.

To obtain a duplicate, you will need a Russian citizen passport and a vehicle registration certificate (VRC). The procedure usually takes from 15 minutes to an hour. The cost of duplicates varies depending on the region and organization, but on average it is 1500–2500 rubles per set. The situation changes if you want not only to restore old numbers, but to get new ones (for example, with a different area code or “beautiful” numbers). There are many myths surrounding the theme of the rooms. One of the most common: “If I go to a service station to have my car repaired, they won’t touch me.” This is a misconception. While the vehicle is on a public road, it must be in good working order and complete. The argument “I’m just tinkering” does not relieve one from responsibility for driving without license plates.

Another myth is related to automatic recording cameras. Many people think that without camera numbers they cannot be “seen”. Indeed, it will be difficult to automatically issue a fine to an “armless” camera if the number is missing or blurred. However, this does not mean that the violation will go unpunished. Traffic police patrol cars are equipped with Potok complexes that read license plates in traffic, and the absence of a license plate for the operator is a red flag for an immediate stop.

Drivers also often ask if it is possible to drive with license plates from another car. The answer is clear: no.
