Electronic passport of a self-propelled vehicle (EPSM) is a mandatory document for tractors, combine harvesters, snowmobiles and other equipment with engine power over 4 kW. Without it, it is impossible to register a car, sell it, or drive it onto public roads. However, checking the EPSM often raises questions: where to look for information, how to correct errors in the data and what to do if the document is missing.
In this article we will analyze step-by-step algorithm for checking EPSM through official services, we will tell you about typical problems (for example, discrepancies in VIN or owner data) and provide a checklist for preparing documents. We will pay special attention self-propelled vehicles manufactured before 2011 - separate registration rules apply for them.
What is EPSM and who needs it
Electronic passport of a self-propelled vehicle (EPSM) is a digital analogue of the traditional PSM (self-propelled vehicle passport), which is stored in the database Gostekhnadzor. It contains:
- πΉ Specifications: model, year of manufacture, engine power, VIN/chassis number
- πΉ Owner details: Full name/organization name, address, TIN
- πΉ Registration history: dates of registration/deregistration, restrictions (pledge, arrest)
- πΉ Information about the accident (if any) and repairs affecting the design
EPSM is required for:
- π Everyone tractors and combines (including mini equipment)
- ποΈ Snowmobiles and ATVs with engine capacity >50 cmΒ³
- π Self-propelled road construction machines (excavators, bulldozers)
- π Motorcycle technicians with trailer (if total weight >400 kg)
β οΈ Attention: If your machine falls into the βlow-powerβ category (up to 4 kW), an EPSM is not required - the technical passport of the manufacturer is sufficient. But to travel on public roads, you may need to register with the traffic police.
Where and how to check EPSM: official services
You can check the presence of EPSM and its data three ways:
- Through the portal Public services:
Go to section
Transport and driving β Vehicle check. Enter VIN or chassis number. The system will show the EPSM status and basic data. Minus: not all regions are fully integrated with the Gostekhnadzor database. - On the website Gostekhnadzor:
Use EPSM verification service (section "Electronic services"). Here the data is more up-to-date than on State Services, but the interface is less convenient.
- Via mobile application "Gostekhnadzor of the Russian Federation":
Available for Android and iOS. Allows you to download an extract from the EPSM in PDF. Plus: works offline (after the first data download).
If when checking you see the status "EPSM not found", this could mean:
- π΄ The car was not registered with Gostekhnadzor (for example, it was bought secondhand without registration).
- π΄ The data has not yet been entered into the database (relevant for equipment released after 2023).
- π΄ Error in VIN/chassis number (check symbols for typos).
If the EPSM is missing, but the car was registered before 2011, check the availability paper PSM β it can be exchanged for an electronic one without penalties until 2026.
Step-by-step instructions: how to check EPSM through State Services
Let's look at the process using the example of a portal Public services (relevant for individuals and legal entities):

To get full statement, press "Get document" β it will arrive by mail within 5 minutes.
β οΈ Attention: If the status is indicated in the statement "Suspended", this could mean unpaid fines or failure to pass a vehicle inspection. Check debts through the service "Traffic police fines" on the same portal.
Typical errors in EPSM and how to fix them
Errors in the EPSM arise due to incorrect data entry during registration or failures during the transfer of information from the paper EPSM. Let's consider most common problems and ways to solve them:
| Error type | Reason | How to fix |
|---|---|---|
| VIN mismatch | Typo during registration or fake number | Contact Gostekhnadzor with a statement and photo of the original VIN |
| Incorrect owner information | Error when changing ownership | Provide your passport and purchase documents to the MREO |
| No inspection history | The diagnostic card is not included in the database | Pass the technical inspection again at an accredited center |
| "Wanted" status | The car is stolen or under arrest | Contact the police to remove restrictions |
To fix errors you will need:
- π Statement addressed to the head of Gostekhnadzor (the sample can be downloaded on their website).
- π Owner's passport and documents for the car (sale and purchase agreement, old PSM).
- πΈ Photos of equipment with clear VIN and license plates.
The correction period is from 5 to 30 working days (depending on the complexity of the error). If the problem is technical data (e.g. engine power), expertise may be required.
What to do if Gostekhnadzor refuses to correct the error?
If you were refused to correct the EPSM without explanation, file a complaint through the portal "Dobrodel" (section βComplaints against government agenciesβ). In your complaint please indicate:
- Date and number of refusal
- The essence of the error (attach screenshots of the extract from the EPSM)
- Requirement to conduct an inspection within 10 days
In 80% of cases this helps speed up the process.
EPSM for self-propelled vehicles until 2011: design features
For equipment released until November 1, 2011, act preferential terms for switching to EPSM. Main differences:
- π Deadlines: exchange of paper PSM for EPSM is voluntary until December 31, 2026.
- π° Cost: state duty for registration of EPSM -
800 rubles(instead of 1,500 rubles for new equipment). - π Documents: it is enough to present the old PSM and the ownerβs passport (without certificates of engine power).
If your car falls into this category, the procedure is:
- Check availability paper PSM (it must be without damage or corrections).
- Contact your nearest branch Gostekhnadzor with an exchange application.
- Pay the state fee (you can through Public services with a 30% discount).
- Receive an extract from the EPSM by email or in your personal account.
β οΈ Attention: If you have lost a paper PSM for equipment before 2011, it will be difficult to restore it - you will need an examination to confirm the VIN and technical characteristics. The cost of such an examination is from 5,000 rubles.
Penalties for lack of EPSM or errors in data
