Highways are not just an asphalt road, but a strictly regulated area with clear rules of use. Many drivers mistakenly believe that any vehicle can drive on public roads if it βdrives and does not interfere.β In fact Traffic rules (traffic rules) and Technical regulations of the Customs Union strictly delineate who is allowed to travel on the roads, and who is allowed only on special routes or is completely prohibited.
